Role Overview

MOE is strengthening its product-led approach to deliver impactful digital products and services across schools, educators, HQ officers, and parents.

As MOE expands its portfolio of digital products, the challenge is not only to build useful solutions, but to ensure that products are introduced thoughtfully, understood clearly, adopted effectively, and translated into sustained improvements in day-to-day workflows and service delivery.

As an Assistant Director / Senior Manager, Product Marketing, you will lead go-to-market, adoption, and value realisation efforts for one or more product domains, working with product, operations, policy, communications, and business teams to ensure that:

  • products are positioned clearly around user needs, policy intent, and operational outcomes,
  • go-to-market and rollout approaches are tailored for different user groups such as educators, HQ officers, and parents, and
  • product value is realised through sustained usage, reduced friction, and improved user experience at scale.

You will work at the intersection of product strategy, user needs, and operational delivery, translating product intent into clear narratives, coherent rollout approaches, and measurable adoption outcomes. The role requires strategic judgment, strong stakeholder management, and the ability to move from ambiguity to practical execution in a complex public-sector environment.

 

[What you will be working on] 

You will lead go-to-market and adoption for one or more product domains (e.g. educator products, parent-facing products, or corporate systems), with responsibility for product positioning, rollout readiness, stakeholder alignment, user engagement approaches, and adoption performance. Depending on the product domain, your work may focus on educators, HQ officers, parents, or other MOE user groups. You will be expected to shape repeatable approaches, guide cross-functional teams, and ensure that product launches translate into meaningful usage and operational value.

Key Responsibilities

1. Lead Go-to-Market, Adoption and Usage

  • Lead the go-to-market and adoption strategy for assigned products, with clear priorities, target segments, and desired outcomes
  • Translate product capabilities into clear and relevant use cases for educators, school leaders, HQ officers, parents, or other user groups
  • Identify adoption barriers using usage data, user feedback, operational insights, and frontline realities, and drive targeted interventions to address them
  • Advise product managers and stakeholders on adoption implications for product design, onboarding, sequencing, support, and roadmap decisions

2. Shape Product Positioning, Narratives and Rollout Messaging

  • Shape clear and consistent product narratives anchored on user value, policy intent, and organisational outcomes
  • Tailor positioning and messaging for different user groups (e.g. school leaders, teachers, HQ users, parents) while maintaining coherence across products
  • Translate complex product capabilities into simple, practical, and decision-useful content for users and stakeholders
  • Ensure alignment between product messaging, policy intent, rollout plans, and communications materials

3. Plan and Execute Product Launches

  • Lead end-to-end go-to-market and launch planning for product releases, ensuring clarity on objectives, target users, timing, and readiness
  • Orchestrate readiness across product, operations, training, support, and communications teams
  • Oversee the development of launch artefacts (e.g. user guides, briefing decks, demos, FAQs) to support adoption at scale
  • Drive engagement and rollout approaches that improve user readiness, confidence, and uptake

4. Drive Coordinated Engagement and Change Support

  • Design and refine scalable engagement and change support approaches for product rollouts across diverse MOE user groups
  • Partner with communications, operations, schools, and business teams to deliver coordinated outreach, onboarding, and adoption interventions
  • Support organisation-wide campaigns, showcases, and leadership engagements where product understanding, confidence, and momentum are important

5. Translate User Insights into Actionable Improvements

  • Synthesise user feedback from engagement sessions, analytics, support channels, and operational partners to identify meaningful adoption patterns
  • Translate user and organisational insights into actionable recommendations on onboarding, messaging, launch sequencing, or feature usability
  • Influence product and stakeholder decisions by bringing a clear view of user needs, friction points, and value realisation opportunities

6. Track and Improve Adoption Metrics

  • Define and track key adoption and value indicators (e.g. activation, repeat usage, workflow uptake) for assigned products
  • Assess product performance across user segments, identify where adoption is lagging, and recommend course corrections
  • Provide clear updates and insights to product teams and stakeholders, with a focus on decisions, actions, and outcomes

Working Model

  • Operate in a matrixed, cross-functional environment across product, operations, policy, communications, and business teams
  • Work closely with product managers and delivery teams to shape rollout strategies, readiness plans, and adoption interventions
  • Partner with policy, communications, support, and operational stakeholders to ensure alignment between product intent, user needs, and implementation realities
  • Depending on scope, may lead workstreams, coordinate across multiple teams, and help build shared practices for go-to-market and adoption across the division

Qualifications and Experience

  • Background in product management, product marketing, communications, change management, digital transformation, or a related field
  • Experience leading go-to-market, rollout, or adoption efforts for digital products across multiple stakeholder groups
  • Experience operating in complex environments where user needs, policy intent, service delivery, and implementation realities must be balanced
  • Strong ability to translate complex systems, features, or policy intent into clear and practical narratives, messaging, and rollout plans
  • Experience working across cross-functional teams and influencing stakeholders in a structured environment
  • Ability to use data, user insights, and operational context to guide decisions and interventions
  • Experience in the education sector, public sector, or other large service environments is an advantage
