Microsoft Quantum is seeking a Technical Program Manager (TPM) to lead the accelerated ramp-up of engineering resources in support of Quantum's strategic milestones. In this role, you will drive cross-functional coordination across engineering, compliance, and workforce planning stakeholders to ensure the organization is appropriately staffed and positioned for growth. You will oversee export control compliance, data protection initiatives, and maintain talent strategies aligned to Quantum's evolving priorities. This is a high-impact role requiring strong technical program management skills, resource planning expertise, and the ability to engage leadership to inform investment decisions.

Responsibilities
  • Lead the accelerated ramp-up of engineering resources, partnering with key stakeholders across engineering, operations, and workforce planning to achieve Quantum's program milestones on schedule. 

  • Drive cross-organizational program orchestration by defining scope, requirements, milestones, and deliverables — managing interdependencies and execution from planning through operational readiness. 

  • Ensure Microsoft FTEs, contractors, managed services, and suppliers maintain full compliance with export control and regulatory requirements, proactively identifying and mitigating compliance risks.  

  • Establish and maintain governance rhythms (intake, prioritization, reviews, and retrospectives) to track program health, drive accountability, and ensure delivery standards are met across the resource ramp lifecycle. 

  • Maintain strategic talent maps and perform resource-related analysis to inform investment decisions, aligning engineering capacity with Quantum's evolving priorities and growth trajectory. 

  • Champion data protection initiatives, coordinating across engineering and compliance stakeholders. 

  • Provide clear, actionable program updates to stakeholders — surfacing risks, decisions, and milestones — and leverage data-driven insights to recommend actions and drive continuous improvement.

Qualifications

Required qualifications: 

  • Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development

    • OR equivalent experience. 
  • 1+ year(s) of experience managing cross-functional and/or cross-team projects. 

 Other Requirements:  

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:   

    • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter.  
    • Citizenship & Citizenship Verification: This role will require access to information that is controlled for export under export control regulations, potentially under the U.S. International Traffic in Arms Regulations or Export Administration Regulations, the EU Dual Use Regulation, and/or other export control regulations. As a condition of employment, the successful candidate will be required to provide either proof of their country of citizenship or proof of their U.S. permanent residency or other protected status (e.g., under 8 U.S.C. 1324b(a)(3)) for assessment of eligibility to access the export-controlled information. To meet this legal requirement, and as a condition of employment, the successful candidate’s citizenship will be verified with a valid passport. Lawful permanent residents, refugees, and asylees may verify status using other documents, where applicable.   
  • Ability to work in an “AI-first” environment using modern AI tools. 

  • Experience with AI-driven productivity tools (e.g., Copilot, automated testing, intelligent alerting).

 Additional or Preferred Qualifications:  

  • Deep expertise in resource management systems and workforce planning tools (e.g., HRIS, SAP SuccessFactors / Employee Central) with a track record of scaling engineering organizations. 

  • Proficient command of regulatory trade compliance and export control verification processes, particularly within quantum or emerging technology domains. 

  • Proven ability to engage, influence, and drive alignment with VP-level and above stakeholders in technically complex or highly regulated environments. 

  • Experience building and executing strategic talent mapping initiatives to align workforce capacity with evolving program priorities. 



Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $100,600 - $199,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $131,400 - $215,400 per year.
