Oracle ERP / Fusion Solution Architect
We are seeking an Oracle ERP / Fusion Solution Architect to support a large-scale Department of Defense human resources program built on Oracle E-Business Suite and evolving toward modern Oracle ERP, Fusion, OCI, data integration, analytics, and AI-enabled capabilities.
This role requires more than functional familiarity with Oracle applications. The Solution Architect will help shape enterprise architecture recommendations that support personnel readiness, identity management, benefits administration, workforce interoperability, employee self-service, separation and transition processing, and modernization across the defense HR ecosystem.
The ideal candidate brings a strong blend of Oracle ERP/Fusion architecture expertise, federal HR/payroll domain knowledge, cybersecurity awareness, data integration experience, and executive-level communication skills.
Clearance: Possess or ability to obtain a DoD Secret clearance prior to start. U.S. Citizen required.

Role Emphasis:
This role is not primarily focused on Oracle screen navigation or transactional system use. It is focused on helping the program understand how Oracle ERP, Fusion, OCI, analytics, integration, cybersecurity, and AI capabilities can support a modern defense HR mission. The Solution Architect should be able to evaluate the current environment, identify architectural gaps, recommend practical modernization paths, and clearly communicate those recommendations to senior leaders.
Key Responsibilities:
Develop and assess Oracle EBS, Oracle Fusion, and Oracle OCI-based architecture options in support of federal HR modernization objectives.
Evaluate current-state HR, personnel, payroll, benefits, workforce management, and employee self-service capabilities.
Support architecture alignment with DoD mission needs, including identity, personnel readiness, benefits, and workforce interoperability.
Assess workforce management processes covering staffing, placement, performance appraisal, separation, and transition workflows.
Identify opportunities to modernize legacy Oracle EBS capabilities using Oracle Fusion, OCI, integration platforms, analytics, automation, and AI-enabled services.
Support enterprise reporting and analytics strategy, including platforms such as SAP BusinessObjects or equivalent reporting solutions.
Analyze system interfaces, data flows, integration patterns, security considerations, and dependencies across the HR technology ecosystem.
Conduct stakeholder assessments, synthesize findings, document gaps, and develop actionable recommendations.
Prepare architecture briefings, findings, decision papers, and modernization roadmaps for senior government and executive audiences.
Collaborate with functional, technical, cybersecurity, data, infrastructure, and program leadership teams to support mission-aligned solution recommendations.
Required Qualifications:
BS degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience. May possess a Doctorate in technical domain. Specific experience, education and training may be considered in lieu of degree.
Experience supporting large-scale federal HR, payroll, personnel management, or workforce management systems.
Strong understanding of Oracle ERP, Oracle E-Business Suite, Oracle Fusion, or Oracle Cloud architecture.
Experience working in a DoD, federal civilian agency, or similarly complex enterprise environment.
Knowledge of enterprise reporting and analytics platforms, such as SAP BusinessObjects or comparable tools.
Experience with workforce management systems supporting staffing, placement, performance appraisal, employee self-service, or transition workflows.
Understanding of enterprise integration concepts, including interfaces, data exchange, system interoperability, and legacy modernization.
Ability to assess stakeholders, synthesize technical and functional findings, and develop architecture recommendations.
Strong written and verbal communication skills, including the ability to brief senior executives and non-technical stakeholders.
Active DoD 8570 IAT Level II certification (CompTIA Security+ ce or equivalent) required at time of hire.
Possess or ability to obtain Secret Clearance prior to start.
Preferred Qualifications:
Experience supporting DMDC, DoD HR, military personnel, civilian personnel, benefits, readiness, or identity-related mission systems.
Experience with Oracle OCI, Oracle Fusion AI capabilities, or AI integration solutioning within Oracle cloud environments.
Familiarity with FedRAMP, ATO, IL4/5 environments
Familiarity with cybersecurity, compliance, data protection, access management, and identity-related requirements in federal environments.
Experience developing modernization roadmaps, target-state architectures, capability assessments, or alternatives analyses.
Understanding of federal HR/payroll business processes and the broader defense personnel ecosystem.
Experience bridging legacy Oracle EBS environments with cloud, analytics, automation, or AI-enabled modernization strategies.

Pay Range:
Pay Range $131,300.00 - $237,350.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
