Role summary
China is one of our fastest-growing and highest-impact regions. The Senior Manager in Talent Development shapes how talent grows, how capability scales, and how people experience career growth in a strategic market. You'll drive the execution of the talent development strategy and help shape it — directly influencing retention, engagement, and performance across the region— making tangible impact on our ability to compete and win. This role centers on building a talent development partner to regional leadership — someone who translates business priorities into targeted learning and development solutions, designs experiences that actually move the needle on capability and engagement, and brings rigor and structure to scaling talent impact across Greater China and Global Payoneer.

What you’ll do
- Execute Talent Development Strategy: Partner with regional leaders (SVP/Regional GM level) and employees to execute the talent development strategy, aligned to business goals, leadership priorities, and global standards. You'll bubble up regional needs to inform the global strategy and translate business ambitions into capability-building initiatives that matter.
- Build a Scalable Learning Ecosystem: Design and deliver structured learning journeys (onboarding, manager development, leadership readiness, technical/professional skills) that drive measurable capability shifts and meaningful engagement. Use a blend of digital, live, and experiential formats. Rigor matters—outcomes matter more.
- Drive Retention & Capability Through Development: Create experiences that deepen capability, accelerate career growth, and signal to employees that Payoneer invests in their future. Track impact— participation is vanity; capability shift and engagement lift are reality.
- Lead with Excellence in Execution: Own end-to-end program management with world-class planning, stakeholder alignment, communication, and operational discipline. Deliver consistently. Measure impact. Show your work.
- Manage Vendors & Partners with Accountability: Identify, evaluate, and partner with learning vendors and platforms (Coursera, etc.). Hold them accountable to quality, ROI, and alignment. You own the relationship and the outcomes.
- Bridge Global + Local: Partner with the global Talent Development team to adapt proven global programs for China's context while surfacing innovative local ideas that can scale globally.
- Facilitate & Deliver Learning Experiences: Lead high-impact workshops and experiences in Mandarin and English. Create engaging, practical learning environments where people actually show up and want to participate.

- Smart with Vendors & Technology: You've managed external vendors and know how to negotiate value, hold partners accountable, and leverage modern learning tools and platforms to enhance engagement and scale.
