This position supports the Army Prepositioned Stocks – 4 Program located in Camp Humphreys, Korea. The HSE Specialist will comply with all applicable safety and environmental regulations, local safety policies, and KBR’s Zero Harm program.

Job Summary

The HSE Specialist will comply with all applicable safety and environmental regulations, local safety policies, and KBR’s Zero Harm program. The HSE Specialist serves as the resident expert on matters related to health, safety, and environmental compliance within a vehicle maintenance operation and supply warehouse environment. This position combines the responsibilities of the Safety Specialist and Environmental Specialist roles, managing the full scope of the industrial safety, occupational health, and environmental programs for all APS-4 contractor areas at Camp Humphreys, Korea.

On the safety side, the position assists in the operation of the Safety and Fire Prevention Program in compliance with U.S. Army and local regulations; conducts routine and periodic safety inspections on plans, procedures, facilities, equipment acquisitions, and shop operations; manages the industrial and occupational safety program; implements and maintains a medical surveillance program to include hearing conservation and respiratory protection; conducts Operational Risk Management (ORM) assessments; identifies high-risk activities and implements mitigation plans; investigates accidents involving government property or facilities; and briefs management on safety issues including incidents and accident reports.

On the environmental side, the position manages the spill prevention and response program; performs quarterly internal environmental compliance inspections and maintains the storm water compliance plan; maintains a centralized database of all APS-4 hazardous materials (HM) stored at site; works with HAZMART on shelf-life extensions and cost-effective disposition; ensures proper labeling, SDS requirements, storage, and segregation; facilitates the Industrial Hygiene Program; and assists with the Hazardous Materials, Waste, and Pollution Prevention Programs. Maintains safety metrics and safety directives as required. Performs other duties as assigned.

Roles and Responsibilities

  • Serve as the resident HSE expert for a vehicle maintenance and supply warehouse environment; manage the industrial and occupational safety program for all APS-4 contractor areas at Camp Humphreys.

  • Assist in the operation of the Safety and Fire Prevention Program in compliance with U.S. Army and local regulations; conduct routine and periodic safety inspections on plans, procedures, facilities, equipment acquisitions, and shop operations.

  • Conduct ORM assessments; identify high-risk activities in the workplace and implement plans to mitigate hazards; report all hazards beyond mitigation capability to appropriate Government personnel.

  • Implement and maintain a medical surveillance program including hearing conservation and respiratory protection; monitor OSHA compliance; develop and oversee an emergency management plan and radiation safety plan.

  • Investigate accidents involving government property or facilities; brief management on safety issues including incidents and accident reports; maintain safety directives, accident reports, and safety metrics.

  • Manage the spill prevention and response program; perform quarterly internal environmental compliance inspections; maintain the storm water compliance plan and a centralized hazardous materials (HM) database for all APS-4 materials on site.

  • Work with HAZMART on shelf-life extensions and cost-effective disposition; ensure proper labeling, SDS requirements, storage, and segregation of hazardous materials; facilitate the Industrial Hygiene Program.

  • Assist with the Hazardous Materials, Waste, and Pollution Prevention Programs; assist the APS-4 HSE Department in maintaining an occupational safety and health program IAW AR 385-10 and OSHA standards; comply with KBR’s Zero Harm program.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Must be a U.S. Citizen with a valid U.S. Passport.

  • Possess an active Secret Clearance.

  • Ability to provide documentation to qualify as US EXPAT Invited Contractor Status and SOFA Visa IAW USFK 700-19 Regulation.

  • Possess a valid State Motor Vehicle Operator License.

  • AA degree in safety, environmental engineering, or related technical discipline; or a minimum of five years of directly related experience in Health, Safety, or Environmental fields. Specific contract requirements regarding education and experience will prevail.

  • Completed 30-hour OSHA safety class or equivalent within the last three years; and an average of at least 24 hours of safety training per year for the past three years. Certificate for Industrial Environmental Management or equivalent within the last three years is also required; and an average of at least 12 hours of Environmental Specialist training within the last year. 

  • Working knowledge of applicable federal and host nation laws and ordinances, including OSHA standards, AR 385-10, LOGSA, DLA Shelf Life Management, and Hazardous Materials Information Resource System (SDS).

  • Ability to develop technical expertise to ensure full compliance with federal and host nation regulations and KBR policies.

  • Favorable adjudication of an NACI background check.

  • Ability to compile data for reports and presentations; ability to analyze processes and evaluate continuous improvement recommendations that impact safety of operations.

  • Must be able to work in a non-temperature-controlled environment, heat and humidity.

  • Ability to lift 50 pounds to waist level and 35 pounds to shoulder height.

  • Familiarity with various environmental regulation regimes and codes, workplace safety, military regulations, and the legal requirements of both the U.S. and Republic of Korea.

  • Ability to comply with all established methods, quality standards, and time schedules applicable to this position; strong written and oral communication skills in English.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

  • Membership or certification in a recognized safety or environmental professional organization (e.g., CSP, CHMM, or equivalent) is preferred.
