The Northrop Grumman Space Sector has an immediate opening in the Central Region Manufacturing and Operations (M&O) organization for a Sr. Manager Operations Program Management 3 (OPM) Functional Lead. The Sr. manager will report to the Central Region Director of OPM within the Production Engineering & Operations (PEO) organization and will be based out of Utah.

Overview

The individual will be the primary point of contact for all program operations needs of either support of a set of Operational Units or Value Stream Processes of mixed model factories. The OPM team is responsible for the operational performance through the lifecycle of the program from proposal through delivery. This role drives large-scale manufacturing success by integrating cost, schedule, and technical performance through cross-functional leadership and proactive risk management. 

This role supports Manufacturing in a high tempo production environment across multiple Utah campuses.  The individual will work with leadership, M&O Leadership, program leadership, customers, and peer organizations to:

  • Support and facilitate the stand-up of the OPM functional organization in the Propulsion Systems Business Unit and be responsible for leading a team of OPM’s across the Utah portfolio.

  • Support regional OPM organizational alignment to ensure operations execution within Central region sites meets Space Sector M&O guidelines and expectations.

  • Lead our manufacturing teams to improve operational efficiency, implement optimal solutions and define end-to-end manufacturing, integration & test strategies and facilities.

  • Manage risk assessments and mitigation with a strong focus on compliance and ensuring that performance standards are met across all supported businesses.

  • Identify focus areas for improvement/streamlining, development, and execution of operational initiatives, monitoring of operational goals and leadership objectives, and elimination of non-value-added activities at all levels in the organization.

  • Ensure all projects are delivered on time, to budget and to the required quality standard. This includes detailed project planning and control, managing project scope and change control, and escalating issues where necessary.

  • Collaborate across sites, business units and the regions either leveraging lessons learned or enabling enterprise initiatives and thrusts through best practices, products, technologies, or strategies

  • Develop and maintain a strong leadership team across Utah sites to facilitate execution for all supported business areas and to drive consistency in operations methods and practices.

The individual must be knowledgeable of the program life cycle, manufacturing capabilities, scheduling techniques, continuous improvement strategies, manufacturing readiness assessments, compliance requirements and financial practices to execute cost and schedule objectives and implement strategic initiatives.

The Sr. Manager must also possess strong leadership abilities, excellent communication skills, and effective problem-solving capabilities. The individual will be responsible for recruiting and mentoring future leaders, training and skill development initiatives and promoting engagement and inclusion activities. Excellent written and verbal communication skills, and the ability to influence up and down the chain of command is required, as is a proven track record of innovation, problem solving and career development.  The Sr. Manager will represent Operations for the OU’s within supported business areas to achieve Program and Manufacturing objectives to support the Annual Operating Plan. The Sr. Manager will align their team to the directors and business area and manufacturing strategies, and execution roadmaps.

Your Role and Impact:

  • Primary Manufacturing Operations interface with the Program Office, Business Management, Engineering, Supply Chain Management and Mission Assurance on all aspects of manufacturing programs.

  • Collaborate with multiple organizations (programs, business management, engineering, security, mission assurance, supply chain, business development, strategy, etc.) to execute strategies that enhance operational effectiveness and efficiency.

  • Manage risk assessments and mitigation with a strong focus on compliance and ensuring that performance standards are met across all supported business areas within area of responsibility

  • Execute improvement/streamlining, development, and execution of operational initiatives, monitoring of operational goals and leadership objectives, and elimination of non-value-added activities driven by homeroom objectives.

  • Overall responsibility for managing proposals, production planning and execution of manufacturing programs, while monitoring and addressing all cost, schedule, performance, and quality issues within area of responsibility.

  • Provides oversight and accountability for all OPM related activities to ensure compliance with company objectives and obligations.

  • Manages all financial and budgetary aspects of their organization.

  • Ensures the department is adequately staffed to meet business demands.

  • Responsible for employee development, performance management and employee engagement activities.

  • Work in close partnership with all functional areas to achieve program goals.

  • Work in compliance with company policies and procedures.

  • Responsible individuals who own the following as an interface to the programs:

    • Program Ownership & Finance of Manufacturing Executions,

    •  Strategic Execution,

    • Planning & Proposals

    • Schedule & Performance

    • Risk & Issue Management

    • Stakeholder Leadership of Integrated Product Teams (IPTs)

Basic Qualifications:

  • Bachelor’s degree with 10+ years of relevant professional experience in a manufacturing, engineering, operations or program environment – OR – Master’s degree with 8+ years of relevant professional experience in a manufacturing, engineering, operations or program environment.

  • 3+  years’ experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a Program/Project Manager, Integrated Program Lead (IPT) or Cost Account Manager (CAM)

  • 3+ years of direct people leadership experience is required.

  • Ability to obtain and maintain a U.S. Government Secret Security Clearance.

  • Working knowledge with manufacturing execution systems (ESI, Solumina etc.)

  • Working knowledge Material Requirements Planning (MRP) systems.

  • Experience developing proposals and managing program execution with a demonstrated ability to create, track and meet schedules.

  • Working knowledge of financial management including projects, process control and budgets.

  • Experience with managing teams with various focus areas.

  • Must be a self-starter, have excellent written and oral communication skills, be highly collaborative, team oriented, have strong people leadership skills, and be able to effectively multi-task competing priorities and schedules across supported business areas. 

  • Strong attention to detail and the ability to function independently, meet deadlines and achieve commitments. 

  • The ability to quickly respond to a variety of demands is essential. 

Preferred Qualifications:

  • Active U.S. Government Secret Security Clearance.

  • Master's degree in STEM related discipline or MBA.

  • Project Management Professional (PMP) certified

  • A career history that demonstrates progressive leadership experience in manufacturing/production, operations, program management, or related areas.

  • A background in and understanding of manufacturing and engineering processes, technologies, and programs. 

  • Experience in proposals, business development, acquisitions, and associated customer interactions. 

  • Product transition from development to production methodology and implementation.

  • Knowledge & experience in Manufacturing and Supply Chain as well as a strong customer domain knowledge.

  • Experience supporting cross-sector initiatives and/or programs.

  • Experience performing work that crosses typical organizational, site, sector boundaries and that consolidates, transfers manufacturing operations.

  • Experience with continuous improvement and problem-solving tools and techniques.

Primary Level Salary Range: $151,000.00 - $227,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
