Payoneer · Herzliya, Tel Aviv District, Israel

About Payoneer

Founded in 2005, Payoneer is the global financial platform that removes friction from doing business across borders, with a mission to connect the world’s underserved businesses to a rising global economy. We’re a community with over 2,500 colleagues all over the world, working to serve customers, and partners in over 190 countries and territories.

By taking the complexity out of the financial workflows–including everything from global payments and compliance to multi-currency and workforce management, to providing working capital and business intelligence–we give businesses the tools they need to work efficiently worldwide and grow with confidence.

Our Workforce Strategy team drives alignment between business priorities and talent strategy, ensuring a healthy, future-ready workforce. We combine strategic workforce planning, organizational insights, talent intelligence, and workforce analytics to shape how the company attracts, develops, and retains talent globally.

We are seeking a Workforce Strategy & Planning Manager to lead enterprise-wide initiatives that align workforce composition with business goals and long-term growth strategy. This role partners closely with HR, Finance, FP&A, and business leadership to define workforce targets, optimize organizational design, and build scalable planning processes that improve agility, efficiency, and business performance.

This is a highly strategic, cross-functional position for someone who thrives at the intersection of strategy, analytics, and execution and enjoys solving complex business problems through people and organizational decisions.

What you'll do:

Workforce Strategy & Planning:

  • Lead enterprise-wide workforce strategy initiatives across organizational structure, location strategy, spans and layers, workforce mix, engagement models, and critical skill planning.
  • Define annual workforce composition targets and governance mechanisms; monitor progress, identify risks, and drive action plans to ensure execution.
  • Partner directly with senior executives, HR, and Finance to shape workforce investment decisions and align talent strategy with business priorities.
  • Build scalable workforce planning processes, operating cadences, and executive dashboards to improve visibility, accountability, and decision-making.
  • Connect workforce insights to financial outcomes by partnering closely with FP&A on labor cost, productivity, capacity planning, and long-term workforce investments.
  • Identify opportunities to improve organizational efficiency, agility, and scalability through workforce design, talent allocation, and strategic capability planning.
  • Provide thought leadership on future of work trends, skills-based planning, and organizational transformation.

Talent Intelligence, Analytics & AI Enablement:

  • Lead the development of talent intelligence and external benchmarking capabilities, providing market insights to support location strategy, hiring priorities, and organizational design.
  • Leverage AI tools and automation solutions to improve workforce analytics, research, and decision support processes, including dashboard development, automated data analysis, and market intelligence generation.
  • Identify opportunities to use AI-driven workflows to simplify reporting, improve planning accuracy, and increase strategic visibility across the People function.
  • Partner with HR and business leaders to translate complex workforce data into clear, actionable recommendations for executive decision-making.

Who you are:

  • 4–5 years of experience in strategy consulting, workforce strategy, business operations, FP&A, HR strategy, or organizational transformation roles in global or high-growth environments.
  • Strong analytical and financial acumen, with the ability to translate workforce data into strategic business decisions and executive recommendations.
  • Experience leading workforce planning, organizational design, or enterprise transformation initiatives with measurable business impact.
  • Hands-on experience using AI tools, automation platforms, and modern analytics solutions to improve reporting, dashboards, research, and strategic decision-making.
  • Comfortable working with data visualization tools (such as Tableau, Power BI, Looker, or similar) and leveraging automation/AI tools to improve efficiency and insight generation.
  • Exceptional stakeholder management skills with proven ability to influence senior leaders across functions.
  • Strong executive communication and storytelling skills, with experience presenting to leadership audiences.
  • Hands-on and execution-oriented, able to move seamlessly between strategic thinking and operational delivery.
  • Strong curiosity, business judgment, and comfort operating in ambiguity with a builder mindset.
  • Bachelor’s degree required; MBA, Master’s, or equivalent advanced degree preferred.
