Sr Technical Program Manager, AWS Invoicing Global Tax & Compliance
We are seeking a Senior Technical Program Manager to serve as the Single-Threaded Leader for a high-impact, cross-organizational program transforming how AWS delivers tax and invoicing capabilities at global scale. This role owns end-to-end program delivery across 5+ L10 organizations, driving alignment between product, engineering, tax compliance, payments, and go-to-market teams that do not share a common reporting chain. You will operate at the intersection of platform strategy and country-level execution—connecting a multi-year technical vision to quarterly delivery milestones while navigating competing priorities, evolving requirements, and complex regulatory landscapes. This is not a project management role; it is a leadership position accountable for the programmatic coherence of a strategic initiative that spans multiple VP organizations and directly enables AWS's international growth.
Key job responsibilities
- **Cross-organizational program leadership**: Drive end-to-end delivery of a multi-year platform initiative spanning 5+ L10 organizations across tax, invoicing, payments, marketplace, and commerce platform teams—owning the integrated roadmap, dependency graph, and critical path.
- **Dependency and risk management**: Proactively identify, escalate, and resolve cross-team dependencies and resource conflicts. Establish structured trade-off frameworks when competing priorities emerge across organizations.
- **Launch readiness governance**: Own phase-gate criteria, UAT/PVT coordination, and go/no-go decisions for multi-country launches involving regulatory compliance, technical validation, and customer readiness.
- **Stakeholder alignment and executive communication**: Serve as the single point of accountability for program status across VP-level stakeholders. Author and deliver MPRs, escalation documents, and strategic recommendations to senior leadership.
- **Requirements orchestration**: Drive timely handoffs of tax, legal, and product requirements across authoring teams and engineering consumers—ensuring specifications are finalized with sufficient lead time for implementation and testing.
- **Strategic roadmap ownership**: Connect near-term execution to the organization's long-term platform strategy, ensuring tactical decisions reinforce (rather than compromise) the multi-year architectural vision.
- **Operational excellence**: Establish program mechanisms (cadences, trackers, escalation paths, RACI models) that create clarity and accountability across distributed teams without requiring direct authority.
- **Ambiguity navigation**: Operate effectively in a space where requirements evolve, regulatory landscapes shift, and customer escalations introduce unplanned scope—making sound judgment calls on sequencing and trade-offs.
- 5+ years of technical product or program management experience
- 7+ years of working directly with engineering teams experience
- 3+ years of software development experience
- 5+ years of technical program management working directly with software engineering teams experience
- Experience managing programs across cross functional teams, building processes and coordinating release schedules- 5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience
