Technical Infrastructure Technical Program Manager, Global Connectivity Infrastructure Development-Civil Infrastructure Deployment, GCID-FD

We are looking for a highly motivated, technically savvy Technical Infrastructure Program Manager (TIPM) to help develop and scale one of the world's largest and most complex networks. The TIPM is responsible for managing highly technical, cost efficient, and fast paced fiber construction project schedules to keep pace with and enable AWS Network growth. This role will manage civil infrastructure programs across our rapidly expanding global data center portfolio.
As a TIPM you will be part of a highly creative and efficient team of diverse backgrounds and expertise, tasked with tackling challenging problems in civil infrastructure construction at scale. In this role, you will be responsible for vendor administration and oversight, field quality assurance, adherence tracking, stakeholder communication, and driving process improvements to ensure civil fiber infrastructure meets AWS standards and supports on-time fiber delivery.


Key job responsibilities
Perform quality assurance of civil infrastructure including vault installations, conduit alignment, pathway diversity, and compliance with AWS standards
• Track and report on vendor & GC adherence to construction standards, escalating quality issues to program leadership
• Monitor civil infrastructure projects approaching critical delivery milestones, identifying and resolving issues early to protect delivery dates
• Develop and maintain Key Performance Indicators (KPIs) to measure vendor performance, defect rates, and program effectiveness
• Share performance metrics with Pre-construction and Construction teams; participate in monthly vendor performance reviews
• Manage multiple competing cross-functional projects simultaneously across assigned region
• Coordinate with general contractors, construction managers, engineers, technicians, and senior management on a regular basis
• Audit completed construction work, document defects, perform root cause analysis, and track remediation to closure
• Run meetings, create and maintain timelines, and keep large, diverse groups informed of progress and obstacles
• Anticipate bottlenecks, manage risk and escalations, and balance business needs versus technical constraints
• This position requires 40-65% travel and the ability to work across multiple time zones.

- 3+ years of technical infrastructure management experience
- Knowledge of best practices and emerging technologies, related to infrastructure (i.e. network, data center, hardware, software)
- Experience with varying scenarios of infrastructure builds
- 5+ years of construction or project management, or 10+ years of relevant work in a data center or other critical environment experience
- Experience with large scale infrastructure
- Experience with supplier or vendor relationship management
- Experience reading and interpreting construction drawings and specifications, or experience in construction or project management
- Experience managing multiple projects and priorities across teams in a fast-paced, deadline-driven environment
- •Bachelor's degree or above in Civil Engineering
- • 3+ years of technical infrastructure management experience
- • Understanding of civil conduit systems including vault installation, conduit routing, pathway diversity, and subducting
- • Demonstrated ability to develop and track technical program KPIs- Professional Engineer License
- Project Management Professional (PMP) certification
- • Familiarity with OSP and ISP Fiber construction standards
- • Experience with quality control or quality assurance programs for civil construction, varying scenarios of infrastructure builds including Campus and ROW, data center civil infrastructure construction or inspection.
- • Proficiency in GIS platforms (ArcGIS Online/AGOL), Salesforce, and data visualization tools
- • Understanding of conduit verification methods.
- • Knowledge of best practices and emerging technologies related to infrastructure (i.e. network, data center, civil, conduit systems)

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location. Amazon also offers comprehensive benefits including health insurance (medical, dental, vision, prescription, Basic Life & AD&D insurance and option for Supplemental life plans, EAP, Mental Health Support, Medical Advice Line, Flexible Spending Accounts, Adoption and Surrogacy Reimbursement coverage), 401(k) matching, paid time off, and parental leave.
