General Description:

Responsible for implementation and continuous improvement in the following: The Joint Commission Environment of Care requirements, EPA environmental management, occupational health practices of facilities and contract workers, and safe work practices of facilities and contract personnel.  

Essential Responsibilities:

  • Assists with implementation of all Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), The Joint Commission (TJC) standards to ensure the hospitals remain compliant.

  • Assists with implementation of the activities of the management plans within the Environment of Care (EOC) for the hospital.   

  • Works with all levels in the organization to identify, analyze and solve problems and creates opportunities for continuous improvement in matters relating to EOC, Fire and Life Safety, and Occupational Safety.

  • Assists with job hazard analysis development and utilization with all facilities and contract personnel.

  • Assists department in understanding federal, state, and local regulations and standards, including guidance on TJC, EPA, NFPA, and OSHA compliance, inspections in citations.

  • Manages contractors, inspects contracted work, and gives guidance on discrepancies.

  • Responds as needed and/or requested to facility emergencies or urgent tasks.

  • Develops necessary training and/or communication tools to ensure understanding of all policies and SOPs.

  • Identifies and anticipates safety and health concerns and hazards through audits.

  • Develops hazard controls and evaluate effectiveness of the controls.

  • Reviews and tracks data provided within the EOC program to make ongoing improvements.

  • Participates in hospital committees as required.

  • Reviews and updated policies regarding Fire and Life Safety, Occupational Safety, and Environment of Care.

  • Participates in performance improvement and information management activities.  Assists in the implementation and enforcement of interim life safety plans, and infection control risk assessments. 

  • Assists with on-site inspections, assisting inspectors and surveyors in the performance of their duties and provides reports as required in follow-up to surveys, inspections, and audits.

  • Reviews incident reports to ensure proper completion and prepares additional documents, as necessary.

  • Conducts annual risk assessments and assists other responsible managers in conducting risk assessments.

  • Completes required fire drills at main campus and offsite facilities.

  • Completes code pink drills at main campus.

  • Maintains professional affiliations, attend as approved, outside conferences, seminars, etc. and confers with other plant services directors.

General Responsibilities:

  • Performs other duties as assigned.

Minimum Qualifications:

Education: Bachelor's degree required.

Experience: 2 or more years professional work experience, including at least 1 year experience in a related field required.  Healthcare experience preferred.

Licensure/Certifications/Registrations Required: None required.

Knowledge, Skills and Abilities:

  • Strong understanding and familiarity with OSHA, EPA, TJC, EOC, LS, Safety Management Standards, NFPA 101, OSDH Guidelines.

  • Flexibility in a fast paced environment,

  • Must have strong written and verbal communication skills.

  • Well-developed problem solving skills and ability to conceptual alternatives.

  • Basic understanding and familiarity with mechanical, electrical, plumbing, and related mechanical systems.

  • Basic understanding and familiarity with construction and carpentry.

  • Basic understanding and familiarity with fire safety/prevention.

  • Ability to establish and maintain effective working relationships in a team environment.
