This role is a senior-level federal program management position focused on supporting critical U.S. Geological Survey scientific and technical operations across water resources, environmental monitoring, laboratory services, geospatial analysis, and earth system research programs. The Program Manager acts as the central coordination point between government stakeholders and distributed contractor teams, ensuring mission alignment, operational efficiency, and delivery excellence. Operating in a fully remote environment, the role requires strong leadership across multi-disciplinary teams and deep experience in federal contract execution. You will oversee task order performance, staffing strategies, budgets, schedules, and compliance requirements while maintaining close engagement with USGS leadership. The position is highly mission-driven, combining program oversight with scientific and technical program understanding. Accountabilities:
The Program Manager – USGS Science & Technical Support Services is responsible for end-to-end oversight of contract execution, stakeholder coordination, and program performance across USGS-supported scientific initiatives.
- Provide overall leadership, management, and supervision of contractor personnel supporting USGS task orders
- Serve as primary liaison between contractor organization and USGS stakeholders, including CORs, contracting officers, and program leadership
- Ensure successful execution of contract requirements, deliverables, schedules, performance standards, and quality expectations
- Develop and manage staffing plans, labor mix strategies, cost estimates, schedules, and resource allocation models
- Monitor program performance, risks, milestones, funding, and operational deliverables across multiple workstreams
- Lead recruitment, onboarding, performance management, and professional development of distributed teams
- Facilitate program reviews, executive briefings, and regular status reporting with government stakeholders
- Ensure compliance with federal regulations, security requirements, and contract quality assurance standards
- Maintain documentation, reporting structures, and operational governance frameworks across the program
Requirements:
The ideal candidate for the Program Manager – USGS Science & Technical Support Services brings extensive federal program leadership experience and strong knowledge of USGS or related scientific mission areas.
- Bachelor’s degree in a related field such as business, engineering, environmental science, geology, hydrology, or information systems
- Active PMP certification required
- 10+ years of experience in program or project management supporting U.S. federal government contracts
- 5+ years of experience managing large, multi-disciplinary, task-order-based or IDIQ programs
- Demonstrated experience supporting USGS, DOI, or other federal scientific organizations strongly preferred
- Strong understanding of USGS mission areas including water resources, environmental science, and natural resource management
- Experience managing distributed and geographically dispersed teams
- Strong financial, organizational, and contract performance management skills
- Excellent communication and leadership abilities, including executive-level stakeholder engagement
- U.S. citizenship required with ability to obtain and maintain federal suitability clearance
