About the product
CoreNet X is Singapore's next-generation building plan submission and approval platform. It unifies multiple regulatory agencies into a single BIM-based submission and processing system, fundamentally reshaping how the built environment sector interacts with government. Its capabilities span the regulatory submission journey end-to-end, including the AI-assisted automated checking of building information models against agencies' regulatory requirements. CoreNet X sits at the intersection of complex regulation, enterprise-scale technology, and high public-sector impact.

About the role

We are looking for a Lead Product Manager to take ownership of a complex product area within CoreNet X and to build the product function around it. This includes setting the operating model and the bar for product craft.

This is a forward-deployed role: you will be a GovTech product leader embedded within the Building and Construction Authority (BCA), working day-to-day alongside agency stakeholders, policy owners, and design and engineering teams. The Building and Construction Authority (BCA) is at the forefront of transforming Singapore's built environment 

The role blends deep, hands-on product ownership with leadership of a small and growing team of product managers. You will operate with a high degree of autonomy, shape the direction of your area, and invest meaningfully in the people around you. [What you will be working on] 

Product ownership
You will own the product strategy and roadmap, translating complex business, regulatory, and technical inputs into clear goals and priorities. You will set OKRs and success metrics, drive discovery, and make clear, well-documented prioritisation trade-offs. Drawing on user research, industry feedback, and platform data, you will validate ideas before development begins, and lead end-to-end execution to a high standard of quality, security, accessibility, and compliance. You will champion speed and simplicity within a large problem space while remaining clear-eyed about technical debt.

Agency partnership
Embedded within BCA, you will help strengthen the product partnership between GovTech and BCA. This means partnering with business and policy stakeholders to translate needs into well-framed product outcomes, and helping shape a sustainable operating model for how the two organisations collaborate on CoreNet X.

[What we are looking for] 

• 8+ years of product management experience, with a track record of shipping outcomes on enterprise, platform, or regulatory products
• Experience leading PMs and cross-functional teams in complex, multi-stakeholder environments
• Experience introducing or strengthening product practice and ways of working within a team
• Strong product craft: discovery, prioritisation, metrics, writing, and stakeholder influence
• Comfort operating in ambiguity and leading without formal authority, holding yourself accountable to outcomes over outputs
• Technical literacy to work effectively with engineers on platform, data, and integration trade-offs

Good to have:

• Domain knowledge in the built environment, construction, or BIM-based systems
• Government or public-sector digital transformation experience
• Experience modernising or re-platforming complex legacy or regulatory systems
• Experience building or scaling a product team
