Summary

The Trade Operations Supply Chain Solutions Manager - internal subject matter expert (SME) for trade compliance, tariff management, export controls, and international logistics. Reporting to the Senior Trade Operations Manager, this role translates tariff developments, regulatory changes, and geopolitical shifts into clear, actionable guidance for internal stakeholders across Sales, Finance, Supply Chain, and Operations. The Supervisor directly manages a team of 3 and supports complex cross-functional projects within the Global Transportation and Trade organization.

What You Will Be Doing:

Internal SME & Business Advisory

  • Serve as the primary resource for trade compliance and logistics inquiries across all business functions, providing timely, practical guidance

  • Advise on compliance implications of sourcing decisions, HTS classification changes, Incoterms selection, and cross-border fulfillment strategies

  • Develop and maintain internal reference tools, FAQs, and guidance documents for non-trade stakeholders

  • Leverage AI and emerging technology to enhance regulatory research, accelerate analysis, and improve the quality of stakeholder guidance

Tariff Intelligence & Regulatory Monitoring

  • Monitor and analyze tariff developments (IEEPA, Section 301/232, FTA changes, CBP updates) and translate their financial and operational impact into clear summaries for leadership

  • Track geopolitical developments and proactively brief stakeholders on anticipated supply chain and cost implications

  • Maintain an organized repository of duty rates, HTS classifications, FTA eligibility, and COO rules relevant to Arrow’s product portfolio

  • Prepare concise tariff impact analyses to support sourcing decisions, pricing discussions, and executive briefings

Export Controls & Dual-Use Compliance

  • Strong working knowledge of U.S. export control matters, including EAR (BIS), ITAR screening, and dual-use technology classification

  • Support license determination processes, denied party screening, and end-use/end-user review for controlled commodities

  • Maintain and enhance export compliance procedures, including jurisdiction and classification reviews for electronic components with potential dual-use applications

  • Coordinate with Sales, Legal, and Operations on export control implications of new customers, geographies, and product lines

Tariff Mitigation & Duty Optimization

  • Execute tariff mitigation strategies including FTA utilization, HTS reclassification, first sale valuation, and exclusion petition monitoring

  • Coordinate IEEPA and Section 301/232 recovery efforts, including ACE entry audits and CBP protest preparation within statutory windows

  • Support the Duty Drawback program: coordinate claim documentation and liaise with licensed filers to maximize recovery

  • Support FTZ admission, zone status reporting, and IMMEX program compliance including open pedimento tracking and SAT audit readiness

Cross-Functional Projects & Collaboration

  • Contribute customs and logistics expertise to system implementations, trade program expansions, and new market entry initiatives

  • Serve as the trade compliance representative in cross-departmental working groups, supporting project testing and go-live readiness

  • Lead or coordinate cross-border compliance workstreams including country-specific regulatory assessments and broker/forwarder onboarding

Team Supervision & Development

  • Directly supervise trade operations professionals; provide daily direction, workload assignments, and hands-on support for complex issues

  • Conduct regular 1:1s, deliver timely feedback, and support individual development through coaching and project exposure

  • Foster a team culture grounded in compliance discipline, intellectual curiosity, and a bias toward helping the business navigate complexity

What We Are Looking For:

Trade Compliance Expertise

  • Strong working knowledge of U.S., EU, UK, and Asian customs regulations, tariff structures, HTS classification, and import/export compliance

  • Demonstrated ability to function as an internal SME, fielding complex trade questions and translating regulatory requirements for non-trade audiences

  • Familiarity with CBP ACE, entry types, post-entry procedures, and protest processes; FTZ, Duty Drawback, and IMMEX experience strongly preferred

Export Controls & Dual-Use Technology

  • Working knowledge of U.S. export control regulations, including EAR (15 CFR Parts 730–774) and ITAR

  • Experience classifying electronic components or technology products under the Commerce Control List (CCL) or USML

  • Familiarity with license exception applicability, denied party screening workflows, and end-use certificate requirements

  • Experience advising business stakeholders on export control risk in new market or customer scenarios

Tariff & Regulatory Intelligence

  • Proven ability to monitor and communicate the business impact of tariff changes, geopolitical developments, and evolving regulations

  • Experience preparing tariff impact analyses and regulatory briefings for leadership audiences

  • Comfortable providing direction in fast-moving, evolving regulatory environments where guidance may be incomplete

Advisory & Stakeholder Engagement

  • Strong interpersonal and communication skills; credibility with cross-functional stakeholders including Sales, Finance, and Supply Chain

  • Able to distill complex regulatory concepts into plain language, written and verbal, for non-specialist audiences

  • Comfortable preparing executive-facing summaries, impact assessments, and briefing materials

Operations & Team Supervision

  • Experience managing customs broker relationships, including entry review, exception resolution, and performance oversight

  • Working knowledge of Incoterms, international shipping documentation, and import/export filing requirements across transport modes

  • Demonstrated experience supervising teams, including daily direction, feedback, and hands-on operational support

Qualifications

Required

  • 10+ years in customs compliance, international trade operations, tariff management, or a closely related field

  • Demonstrated experience serving as an internal SME for trade compliance or regulatory matters

  • Strong working knowledge of U.S. import/export regulations, tariff classifications, and customs entry processes

  • Experience with U.S. export controls (EAR/ITAR) and dual-use technology classification

  • Experience supervising at least one direct report or junior team member

  • Excellent written and verbal communication skills

  • Licensed Customs Broker (LCB) designation or active pursuit

  • Experience with IEEPA, Section 301/232, or FTA regulatory developments and internal impact communication

  • Familiarity with Thomson Reuters ONESOURCE, Descartes, or equivalent trade compliance platforms; CBP ACE portal proficiency

  • Experience with Duty Drawback, FTZ operations, or IMMEX/maquiladora compliance

  • Knowledge of Mexico cross-border programs: IMMEX, OEA, SAT/ANAM regulatory environment

  • C-TPAT program experience

  • Background in electronic components distribution, semiconductor supply chain, or high-volume import/export environments

  • Bachelor’s degree in International Trade, Supply Chain, Business, Logistics, or related field; equivalent experience considered

● This role will perform work covered by International Traffic in Arms Regulations. Viable candidates for this position must be eligible for an export license or be a U.S. Person (which includes but is not limited to U.S. citizens or nationals, lawful permanent residents, refugees, and asylees).

Work Arrangement: This position will follow a hybrid schedule of 3 days in our office (Tuesdays, Wednesdays, and Thursdays) and 2 days per week from home.

Annual Hiring Range/Hourly Rate:

$121,300.00 - $146,361.60

Actual compensation offer to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level. The pay ratio between base pay and target incentive (if applicable) will be finalized at offer.
