JOB DESCRIPTION

Position Title: Assistant Manager – Engineering
Department: Engineering / Technical Services
Reporting To: Facility Manager
Employment Type: Full-Time

ROLE OVERVIEW

The Assistant Manager – Engineering is responsible for overseeing day-to-day engineering operations, active project monitoring alongside PMC teams, comprehensive snag management post-project completion, facility handover/takeover processes, utility management, statutory compliance, and technical service delivery at facility. The role requires hands-on expertise in on-site project supervision, issue identification and escalation, retrofit facility management, and ensuring seamless transition from project delivery to operations.

KEY RESPONSIBILITIES

1. Project Monitoring & Site Supervision (Ongoing Projects)

Active Site Presence & Monitoring:

  • Conduct daily site inspections during ongoing project execution phases (fitouts, expansions, retrofits, MEP installations).
  • Work closely with PMC (Project Management Consultant) team to monitor contractor performance, work progress, and adherence to project timelines.
  • Review ongoing works against approved drawings, specifications, and quality standards.

Issue Identification & Escalation:

  • Identify technical issues, design conflicts, quality deviations, and safety violations during construction/installation phases.
  • Document issues with photographs, measurements, and detailed descriptions.
  • Highlight and escalate critical issues to PMC team, project managers, and JLL management immediately for resolution.
  • Maintain issue registers and track resolution status through regular follow-ups.

Comprehensive Snag Identification:

  • Conduct thorough pre-handover inspections of completed project areas immediately after contractor declares completion.
  • Prepare detailed snag lists covering all MEP systems, civil finishes, safety installations, and building services.
  • Categorize snags by severity (critical, major, minor) and system/trade (electrical, HVAC, plumbing, civil, fire, etc.).
  • Document each snag with clear descriptions, locations, photographs, and recommended corrective actions.

Snag Closure Monitoring:

  • Issue snag lists to contractors and PMC team with defined closure timelines.
  • Conduct regular site visits to monitor snag rectification progress.
  • Verify quality of rectification work and ensure compliance with specifications.
  • Re-inspect and sign-off on completed snag items before closure.
  • Maintain snag closure registers with status tracking (open, in-progress, closed, pending re-inspection).
  • Prepare handover completion reports and obtain formal sign-offs from all parties.
  • Update CMMS/asset management systems with new equipment details and maintenance schedules.
  • Transfer all documentation, warranties, and vendor contacts to operations team.

2. Facility & Utility Management

Oversee operations and maintenance of MEP systems including HVAC (chillers, AHUs, FCUs), electrical systems (HT/LT panels, transformers, DG sets, UPS), plumbing, fire systems, and BMS.

Monitor utility consumption (electricity, water, DG fuel) and drive efficiency initiatives to optimize costs.

Ensure uninterrupted utility supply and coordinate with external agencies (MSEDCL, water supply authorities).

Manage STP/ETP operations, water treatment plants, and ensure compliance with discharge norms.

Implement preventive and predictive maintenance schedules for all critical equipment.

Conduct root cause analysis for breakdowns and implement corrective measures to prevent recurrence.

3. Statutory Licensing & Compliance

Obtain and maintain all statutory licenses, permits, and approvals required for facility operations including:

  • Electrical Licenses: HT/LT connections, Electrical Supervisor License, electrical safety inspections
  • Fire Safety: Fire NOC, Fire Fighting Systems approvals, annual renewals and inspections
  • Environmental Clearances: Consent to Establish/Operate for STP/ETP, air/water pollution control board approvals
  • Mechanical Equipment: Lift registrations, pressure vessel certifications, periodic inspections
  • Building Approvals: Occupancy certificates, building completion certificates, municipal approvals
  • Trade & Local Licenses: Trade licenses, local body permits, and other regulatory compliances

Coordinate statutory inspections, audits, and ensure 100% documentation readiness.

Maintain compliance registers, renewal calendars, and submission trackers for all licenses.

Liaise with government authorities, consultants, and third-party agencies for approvals and inspections.

Track compliance status and provide regular updates to management with advance alerts for renewals.

4. Vendor & Contractor Management

Manage technical vendors, AMC providers, and contractors for maintenance and project activities.

Monitor vendor performance against defined SLAs through regular evaluations and KPI tracking.

Coordinate work permits, safety inductions, toolbox talks, and ensure contractor compliance with EHS standards.

Review and verify vendor invoices before processing payments, ensuring alignment with work done and contractual rates.

Conduct vendor performance reviews and provide feedback for continuous improvement.

5. Technical Operations & Maintenance

Ensure optimal performance and uptime of all building systems and equipment supporting business continuity.

Troubleshoot breakdowns and coordinate immediate corrective actions to minimize downtime.

Conduct routine inspections of plant rooms, technical areas, and equipment as per defined frequencies.

Maintain maintenance logs, checklists, and CMMS entries for all assets with accurate work history.

Support implementation of energy management initiatives, sustainability programs, and green building practices.

Drive continuous improvement through analysis of equipment performance trends and maintenance data.

Conduct risk assessments for technical operations, ongoing projects, and contractor activities.

Identify and report unsafe conditions, practices, or violations observed on site immediately.

Ensure adherence to EHS policies, safety protocols, PPE requirements, and emergency response procedures.

Participate in safety audits, mock drills, incident investigations, and safety committee meetings.

ESSENTIAL SYSTEMS & EQUIPMENT MANAGED

  • HT/LT Electrical Systems, Transformers, Switchgear, and Protection Systems
  • Diesel Generators (DG Sets) and UPS Systems
  • HVAC Systems: Chillers, Cooling Towers, AHUs, FCUs, Package AC Units, VRV/VRF Systems
  • Plumbing, Water Supply, Drainage, and Pumping Systems
  • Sewage Treatment Plants (STP) and Effluent Treatment Plants (ETP)
  • Fire Detection, Alarm, Sprinkler, Hydrant, and Suppression Systems
  • Building Management Systems (BMS) / Building Automation Systems (BAS)
  • Lifts, Escalators, and Electromechanical Equipment
  • Lighting Systems, Earthing, Lightning Protection, and Power Distribution
  • Access Control, CCTV, and Public Address Systems

QUALIFICATIONS & EXPERIENCE

Education:

  • Bachelor's Degree / Diploma in Electrical from a recognized institution.

Experience:

  • 7+years of experience in engineering/facilities management, preferably in IT parks, commercial complexes, or large campuses.
  • Proven experience in on-site project monitoring, working with PMC teams, and identifying technical issues during construction/execution phases.
  • Experience in managing retrofit projects, facility handovers, and transition from project to operations.
  • Strong background in utility management, statutory compliance, and vendor management.
  • Proficiency in reading technical drawings, P&IDs, single-line diagrams, and architectural plans
  • Ability to identify technical defects, quality issues, and design conflicts on site
  • Knowledge of commissioning, testing protocols, and acceptance criteria
  • Familiarity with statutory requirements and approval processes

  • Excellent organizational and multitasking abilities
  • Strong problem-solving and decision-making skills under pressure

Software Proficiency:

  • MS Office Suite (Excel for tracking, Word for reports, PowerPoint for presentations, Project for scheduling)
