Program Chief Engineer
We are presently seeking a highly skilled program specific Chief Engineer to coordinate and execute all engineering day to day activities for the Land Vehicle Crew Training System (LVCTS) program.
The LVCTS program will provide simulation and training support to the Canadian Army (CA) at five sites located across Canada: Edmonton, Alberta; Shilo, Manitoba; Petawawa, Ontario; Valcartier, Quebec; and Gagetown, New Brunswick. The program team is composed of customers, internal teams and subcontractors and you will focus on the design, development, integration, testing, and acceptance of all related engineering deliverables for this program and any other new training and simulation technologies.
Responsibilities:
- Day to day management of engineering personnel assigned to LVCTS with a focus on generation of all relevant technical documentation, including technical architectures, design, development, specifications, Interface Control Documents, and requirements Verification and Validation plans.
- Lead LVCTS mandated System of Systems Technical Reviews with a focus on: the Engineering System Requirements Review (SRR), the Engineering Preliminary Design Review (PDR) and the Engineering Critical Design Review (CDR), as well as system/subsystems level SRR, PDR and CDR.
- Manage Engineering requirements for a developmental Systems of Systems involving multiple national and a few international subcontractors.
- Collaborate with LVCTS Integrated Product/project Teams (IPTs) to ensure timely turnaround on technical tasks and associated deliverables.
- Conduct trade studies and recommend new technologies to advance capabilities.
- Perform job analysis to estimate engineering effort for specific tasks and projects.
- Support project engineering activities including financial Earned Value (EV) accountability to meet approved Estimates at Completion (EAC) in collaboration with other Cost Account Managers.
- Ensure compliance with technical processes and policies, including Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs).
- Review program metrics, applying Technical Performance Measures (TPMs) to assess technical progress and risk.
- Identify and manage technical Risks and Opportunities (R&Os) across LVCTS program, leveraging company enterprise capabilities.
- Identify technical issues, support troubleshoot problems, and implement effective solutions
- Support engineering management of suppliers, including development of Statements of Work (SOWs), requirements specifications, and process compliance.
- Provide accurate and timely status reports to LVCTS management and associated IPTs.
- Ensure engineering tasks are performed in accordance with company policies and procedures.
- Support business development efforts for new system integration projects.
- Collaborate on technical investigations, products development, systems integration and testing plans, and program review meetings to meet customer requirements.
- Support other engineering staff with engineering-related technical issues and the growth of the division through development initiatives.
Requirements:
- Bachelor’s degree in Electrical, Mechanical, Systems Design Engineering, or a related field.
- Must be eligible for professional registration (Professional Engineer) under the provincial Association of Professional Engineers in the province of practice.
- 10+ years of experience in systems engineering, integration, or development environments.
- 5+ years of experience in development, deployment and maintenance of simulated environments for the purpose of training military personnel
- Strong project engineering management skills which will include forecasting, budgeting and the ability to meet various objectives set out in a variety of plans
- Strong organizational and communication skills, particularly in digitally driven, complex systems designs across multidisciplinary teams.
- Experience with business capture as both a product provider and system integrator.
- Proficiency in System Engineering and ILS, Digital Technologies Implementation, and Life Cycle Management for military programs.
- Computer skills in the Computer Aided Design (CAD) and various other engineering and ILS computer programs
- Familiarity with one or more of the following:
- Verification and Validation of Training Management Systems for simulated environments;
- Mobile, local, and wide-area network architectures and deployments;
- Command and Control (C2) and Situational Awareness (SA) applications and architectures;
- Modeling and Simulation applications and architectures for large-scale training;
- Requirements management using DOORS; and
- Model-Based Systems Engineering (MBSE).
- Well-developed leadership skills including the ability to mentor others and think outside the box to sustain and grow the business.
- Strong computer skills in the Microsoft suite of programs and various other computer programs
- Bilingual (French & English) is highly desirable.
- Able to travel to Internationally
The successful candidate will be required to complete a criminal background check and obtain/maintain a Government of Canada security clearance and any applicable clearances with respect to the handling and transfer of controlled goods.
