The Learning & Development (L&D) Manager leads initiatives that strengthen workforce capability, leadership effectiveness, and organizational culture across the County. This role aligns employee development with the County’s mission to deliver high-quality, responsive public services. The L&D Manager partners with departments to build a skilled, engaged, and service-oriented workforce prepared to meet evolving community needs.

Strategic Learning & Talent Development

  • Lead countywide learning strategy aligned with organizational priorities and service delivery goals

  • Manage one- and three-year operational plans for division, aligned with HR Department strategy and roadmap

  • Sustain and optimize the learner’s experience at the County, through a variety of experiences (including but not limited to synchronous and asynchronous courses, blended learning, workshops, and social)

  • Assess workforce skill gaps and create targeted solutions annually

  • Lead a culture of continuous learning, professional growth, and knowledge sharing

Organizational Development & Effectiveness

  • Partner with departments to assess organizational challenges and implement practical, people-centered solutions

  • Develop, manage, and communicate performance management practices that align employee goals with County priorities

  • Consult on change management efforts related to new systems, processes, and service models

  • In coordination with Labor and Relations Manager and HR Business Partners, consult on and mediate conflict situations with employee groups as needed

  • Conduct team alignment sessions and organizational assessments, as requested

  • Advance initiatives that strengthen organizational culture, engagement, and collaboration (i.e., QMM, STAR Committee, Retreats)

Leadership & Talent Development

  • Manage development programs for supervisors, managers, and leaders (i.e., ALE, Leadership Studio, New Supervisor and Manager Orientation)

  • In coordination with Labor and Relations Manager and HR Business Partners, provide coaching and consultation to leaders on performance, team dynamics, and employee development

  • Oversee focused development programs such as mentoring and coaching, whether provided internally or externally

  • Foster a culture of accountability, feedback, and growth

People, Operations, & Data

  • Lead team of specialists to achieve operational plan goals

  • Use technology, best practices, and collaboration to develop optimized processes and ways of working within the division

  • Analyze survey data, training outcomes, and workforce metrics to guide decisions

  • Manage division contracts, providers, budget, and expenses to ensure fiscal responsibility and optimal ROI

  • Evaluate the effectiveness of L&D programs and recommend improvements

Compliance & Public Sector Alignment

  • Ensure training programs align with federal, state, and local regulations, as well as County policies

  • Support required training initiatives (e.g., ethics, safety, compliance, and certification programs)

  • Maintain awareness of public sector trends, workforce challenges, and best practices

Hours: Typical hours are Monday-Friday, 8 AM - 5 PM

About You

Minimum Qualifications:

  • Bachelor’s degree in Organizational Development, Adult Education, Human Resources, Public Administration, or related field

  • 5–8+ years of experience in learning & development, organizational development, and talent development

  • Experience working within or supporting government operations, multi-department environments, or regulated industries

  • Strong facilitation, coaching, and change management skills

  • Ability to balance strategic initiatives with operational and compliance requirements

Preferred Qualifications:

  • Master's degree in Organizational Development, Adult Education, Human Resources, Public Administration, or related field

  • Public sector experience

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of 5 years.

Physical Demands: Employees in this role must occasionally lift and/or move up to 25 lbs.

About Everything Else

Starting Pay Range: $90,000-100,000/year, based on your qualifications.
