Government Affairs Manager

About the role...

We’re looking for a Government Affairs Manager, China to strengthen Duolingo’s day-to-day government engagement and compliance operations in mainland China. In this role, you will maintain regular working-level relationships with relevant authorities, support inspections and inquiries, and help drive timely, well-documented follow‑through on regulatory matters across content governance, data/privacy, AI filings, minors protection, cybersecurity, and telecom/app licensing. You’ll partner closely with multiple internal teams to keep our operations compliant and our communications with regulators clear, consistent, and proactive.

 

🧠  You will...

  • Maintain frequent, professional communication with working‑level officials at CAC (central and local), MIIT, MPS, and related bureaus; coordinate info requests and routine check‑ins to ensure smooth day‑to‑day interactions.
  • Track, organize, and drive timely responses for regulatory notifications, inspections, and rectification tasks, ensuring accurate documentation and clear internal ownership to closure.
  • Support execution of China-specific compliance programs.
  • Monitor regulatory developments and special enforcement campaigns; distill implications for Duolingo, flag risks early, and coordinate mitigation with cross‑functional partners.
  • Partner with Legal, Security/GRC, Product, BD and Marketing to operationalize compliant launches and features
  • Maintain organized GR working records: meeting notes, action logs, filing calendars, inspection artifacts, and regulator correspondence for audit readiness.
  • Prepare briefing materials and talking points for regulator meetings and support follow‑ups from executive engagements and industry events.
  • Support nurturing relationships with ministry‑affiliated institutions and relevant associations

 

✅  You have...

  • 3–8 years of relevant experience in government affairs, regulatory operations, or compliance at a tech, internet, or education company in China; or experience within/working closely with relevant ministries or regulator‑affiliated institutes.
  • Demonstrated experience coordinating inspections/filings and managing multi‑stakeholder, cross‑functional responses under tight timelines.
  • Practical familiarity with one or more of the following China regulatory areas: online content governance, data privacy/cross‑border transfer, AI supervision, minors‑protection, cybersecurity, etc.
  • Excellent organization and documentation skills; rigor in tracking actions, decisions, and evidence for compliance closure.
  • Clear, concise verbal and written communication in Chinese; professional proficiency in English for internal coordination and reporting.

  • Hands-on experience with internet company compliance issues and government engagements
  • Proven track record of maintaining working‑level government relationships and closing rectification items to regulator satisfaction.
  • Prior work in education/edtech or platform compliance where content governance and minors‑protection requirements are core.

 

The offered salary is dependent upon several factors, including work experience, skills, and internal peer comparisons. The posted range is subject to change in the future. For this role, base salary is supplemented by equity compensation. We encourage you to talk with your recruiter for more information related to compensation for this role!

Salary Range:
¥561,439—¥759,593 CNY
