Job Role Description
The Project Contracting Engineer – Advanced leads contracting for major EPC packages, exercising judgment and managing contracting processes from strategy creation through contract close‑out. The role is accountable for the development of contracting strategies, driving contractor selection, commercial negotiations, and overseeing contract administration. The Project Contracting Engineer - Advanced typically manage higher‑complexity contracts and may serve as the primary contracting representative on the Project Team. The Project Contracting Engineer - Advanced will be assigned to support capital projects as follows:
As part of the Select Stage Team (Stage 2), participating in the development of the project execution and contracting strategies, as well as associated EMCAPS deliverables
As part of the Define Stage Team (Stage 3), lead the contract development and contractor selection activities (i.e. bid, evaluation, negotiation and award), as well as associated EMCAPS deliverables
As part of the Execute Stage Team (Stage 4), performing contract administration through project close-out for each major contract
It is typical for the Project Contracting Engineer - Advanced to follow the contract post award and be assigned to the Project Team on a full-time basis
Job Role Responsibilities
Contracting Strategy and Planning
-Lead development of contracting strategies aligned with project objectives and market conditions and produce Gate aligned EMCAPS deliverables in collaboration with Project Contracting and Execution Advisors.
- Coordinate input from contractors and market intelligence teams to inform strategy
- Develop contracting plans for major contracts aligned with approved strategies
Contractor Qualification and Document Preparation
- Lead contractor screening and qualification activities, including expressions of interest, questionnaires, and evaluations
- Oversee preparation of contract documents and ensure consistency across all components, including principal documents and exhibits
- Develop bid evaluation plans for competitive bids and negotiation plans for single-source contracts
Bid Evaluation, Negotiation, and Award
- Lead commercial bid evaluations, ensuring accurate reflection of contractual and technical changes in final pricing
- Direct contract negotiations, including issue-specific plans, and coordinate decisions with project and functional leadership
- Prepare award recommendations and secure senior management approvals
Kick Off and Contract Administration
-Lead internal kick off to align the Project Team on obligations, change management, and claims avoidance strategies.
-Facilitate external kick off meetings with contractors to align on key clauses, deliverables, and execution procedures.
- Establish and lead contract administration activities in coordination with Project and Business Services Managers
Subcontracting, Incentives, and Performance
- Oversee contractor subcontracting activities and ensure proper flow-down of EPC terms and conditions
- Manage change control processes, including amendments, change notices, and change orders
- Coordinate development of project incentive plans
Claims and Close Out
- Lead evaluation and negotiation of contractor claims and potential counterclaims while coordinating with relevant functions.
- Develop and implement contract close-out plans and ensure orderly turnover to the operating organization
- Capture and communicate lessons learned related to contract administration and subcontracting
