The Digital Modernization Group of Leidos currently has an opening for an Operations Manager to work at the Pentagon. This is an exciting opportunity to use your executive leadership and project management experience helping the AFNCR ITS mission. In this mission, we provide support services for information systems for Headquarters Air Force (HAF), Air Force District of Washington (AFDW), Office of the Secretary of Defense (OSD), Joint Chiefs of Staff, and other Air Force activities within the AFNCR missions to include Joint Base Andrews (JBA), Joint Base Anacostia-Bolling (JBAB), and other geographically separated locations (GSUs), leased spaces, and alternate sites. The major support areas are: IT Operations and Maintenance; Plans, Projects, and Engineering. The senior leaders and national defense missions that are supported require that the AFNCR operations never fail, resulting in a fast-paced, challenging, but also rewarding environment.
The Operations Manager serves as a strategic leader, responsible for directing cross-functional teams, overseeing comprehensive project lifecycles, and managing daily operations in support of the program and customer. This includes critical areas such as networking, field operations, change management, tech refreshment, and routine requirements. The operations manager partners with senior military and civilian stakeholders to understand their strategic objectives and formulates executable project plans to achieve mission success. This position involves working in a dynamic environment where the ideal candidate will utilize advanced project management methodologies to manage scope, schedule, resources, and risk. This position will also serve as a key advisor and support to the Site Lead, overseeing complex task orders and enterprise-level initiatives.
Primary Responsibilities:
Delivers world-class information technology services to over nine thousand military, civilian, and contractor customers at the Pentagon, JBA, JBAB, and GSUs, ensuring alignment with overarching DoD mission objectives.
Directs mission execution in both current operations and future plans by applying proven project management frameworks (e.g., PMI standards). Oversees the full project lifecycle for field services, office stand-ups, VTC installations, and major technical refreshes.
Provides direct supervision, mentorship, and strategic guidance to a diverse team of IT professionals. Evaluates performance, manages resource allocation, and fosters a culture of accountability, continuous learning, and operational excellence.
Directs personnel to ensure all work is prioritized, coordinated, documented, and deconflicted. Manages the critical path of multiple overlapping projects to meet strict program requirements and Key Performance Indicators (KPIs).
Acts as the primary liaison during the Daily Operational and Weekly Operations & Intelligence meetings. Communicates complex technical and operational statuses to senior leaders, ensuring aligned priorities and rapid issue resolution.
Ensures all Service Level Agreements (SLAs) and metrics are consistently exceeded, including response time, ticket closure time, and customer satisfaction rates.
Proactively identifies operational risks and process bottlenecks. Develops mitigation strategies and drives Continuous Process Improvement (CPI) initiatives, making recommendations to stakeholders to ensure exceptional service fulfillment.
Develops, resources, and oversees execution plans for annual compliance and IT modernization initiatives, such as the technical refresh of approximately 400 workstations, ensuring senior stakeholders are routinely briefed on milestones and financial constraints.
Demonstrates high agility when managing a changing operational environment, shifting strategic priorities, personnel adjustments, and emergency taskings.
Coordinates with the broader program management team to ensure consistency in methodologies across the enterprise and implements industry best practices for the onsite staff.
Serves as the acting Site Lead when required, assuming full operational and administrative command of the location.
Basic Qualifications:
Requires a BA/BS or equivalent experience and 12+ years of prior relevant experience, or a Master's degree with 10+ years of prior relevant experience. Additional years of verifiable leadership experience will be accepted in lieu of a degree.
Possess an active DoD Secret clearance.
Demonstrated experience in IT project management, including managing project scope, schedules, and cross-functional teams.
Proven track record in a supervisory or management role overseeing IT support teams and technical field operations.
Advanced knowledge and experience with enterprise IT operations, desktop support, and helpdesk principles.
Familiar with IT support operations and organizational structures within a standard DOD/military environment.
8140 compliant education, training, or certification (e.g., Security+, CISSP, Cyber 101, etc.).
Able to work primarily on-site at the Pentagon.
Preferred Qualifications:
Project Management Professional (PMP) certification, Certified ScrumMaster (CSM), or equivalent formal project management credential.
ITIL v4 Foundation or higher certification, with experience implementing ITSM best practices.
5+ years of direct personnel management, performance evaluation, and team-building experience in a DoD contracting environment.
Advanced proficiency with ITSM platforms such as Remedy and/or ServiceNow, particularly in leveraging these tools for operational reporting and resource management.
Strong familiarity with the Pentagon customer base, the 844th Communications Squadron, the 844th Communications Group, and DISA J6 frameworks.

Pay Range:
Pay Range $116,350.00 - $210,325.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
