Job Description:

The HSE Manager – Roads, Civils & Structures is responsible for planning, implementing, and overseeing all Health, Safety, and Environmental activities across road, civil, and structural works. This includes highways, junctions, bridges, retaining walls, tunnels, culverts, earthworks, drainage, and associated temporary works. The role ensures compliance with legal and client requirements, drives a strong safety culture, and supports project teams in managing risk from design through construction and handover.

Key Responsibilities

HSE Leadership & Strategy

  • Lead HSE implementation for roads, civils, and structural projects in line with company policies, legal requirements, and client standards.
  • Develop project-specific HSE plans, objectives, and KPIs; ensure they are understood and applied by all project personnel and contractors.
  • Provide visible HSE leadership on-site, promoting a proactive safety culture and “right first time” mindset.

Risk Assessment & Control

  • Lead or coordinate risk assessments and Job Safety Analyses and Job Hazard Analyses for key activities:
    • Earthworks, deep excavations, shoring and working near services
    • Bridge/structural works, formwork, falsework, and working at height
    • Lifting operations, crane use, and heavy plant movements
    • Temporary traffic management, road works near live traffic
    • Tunnelling, confined/enclosed spaces, and work in culverts/shafts
  • Ensure effective control measures, safe systems of work, and method statements are in place and implemented.
  • Support Management of Change processes where methods, designs, or conditions change.

Site HSE Management & Compliance

  • Ensure HSE requirements are incorporated into construction method statements, permits to work, and temporary works procedures.
  • Conduct regular site inspections, walkthroughs, and HSE audits; record findings and track closure of actions.
  • Verify compliance with:
    • National HSE legislation and regulations
    • Road/construction codes and temporary traffic management requirements
    • Environmental permits and conditions
  • Coordinate with supervisors and subcontractors to rectify non-conformances promptly.

Incident Management & Reporting

  • Lead or support investigation of incidents, near misses, and unsafe conditions; perform root cause analysis.
  • Develop corrective and preventive actions and monitor their implementation and effectiveness.
  • Maintain accurate incident statistics and trends; provide regular reports to project and HSE leadership.
  • Participate in and organize emergency drills (e.g., falls from height, plant strikes, vehicle collisions, trench collapse, fire).

Environmental Management (Civils Focus)

  • Support implementation of environmental management plans for road and civils projects, including:
    • Erosion and sediment control
    • Dust and noise control
    • Management of fuels, chemicals, and hazardous substances
    • Proper waste segregation and disposal
    • Protection of watercourses, flora, fauna, and sensitive receptors
  • Monitor compliance with environmental permits, licenses, and local regulations.

Training, Awareness & Culture

  • Identify HSE training needs specific to roads, civils, and structures (e.g., work at height, lifting operations, traffic management, excavation safety, confined spaces, plant and equipment).
  • Deliver or coordinate inductions, toolbox talks, refresher training, and focused safety campaigns.
  • Coach supervisors, engineers, and foremen on HSE leadership and effective frontline risk management.
  • Promote behavioral safety programs and safety observation/feedback systems.

Contractor & Stakeholder Management

  • Review and approve contractor HSE plans, risk assessments, method statements, and competency evidence before work starts.
  • Monitor contractor and subcontractor HSE performance and intervene where standards are not met.
  • Liaise with client HSE representatives, consultants, and authorities during inspections, audits, and progress meetings.
  • Participate in coordination meetings to ensure HSE considerations are embedded in planning and sequencing.

Documentation, Systems & Reporting

  • Maintain project HSE documentation, including registers for incidents, inspections, training, PPE, and emergency equipment.
  • Support the implementation and continual improvement of HSE management systems (e.g., ISO , ISO ).
  • Prepare HSE performance reports, dashboards, and trend analyses for management and client review meetings.

Required Qualifications

  • Bachelor’s degree in Safety Engineering, Civil Engineering, Environmental Engineering, Occupational Health & Safety, or a related field; or equivalent experience.
  • 10 years of HSE experience in construction, with substantial time on road, civil, and structural projects (highways, bridges, earthworks, large civils).
  • Strong knowledge of construction safety regulations, standards, and best practices relevant to roads and structural works.

Preferred Qualifications

  • Recognized HSE certifications (e.g., NEBOSH, OSHA, IOSH, CSP, or equivalent).
  • Experience with major infrastructure programs, PPP/DBFO highways, or complex bridge and structures schemes.
  • Familiarity with ISO and ISO management systems and certification processes.
  • Training in incident investigation.

Skills & Competencies

  • Strong understanding of risks and controls specific to roads, civils, and structural construction.
  • Ability to lead HSE on busy, multi-contractor sites and influence at all levels (workers to senior management).
  • Effective communication, presentation, and coaching skills.
  • Strong observational, analytical, and problem-solving abilities; able to make sound decisions in the field.
  • Proficiency in MS Office and HSE reporting tools; familiarity with digital PTW and inspection systems is an advantage.
  • Resilient, assertive, and able to challenge unsafe practices constructively.
