Summary of Duties

Oregon Eligibility Partnership (OEP) provides direction and resources to everyone working to determine eligibility for Oregonians applying for and receiving medical, food, cash and childcare benefits through the ONE eligibility system. Learn more here.

The Oversight and Quality Assurance section is responsible for data analysis, centralized support services of hearings, quality assurance (QA) along with service level agreement (SLA) establishment and monitoring. Units include Statewide Quality, Central Coordination, Quality Assurance, and Hearings.

As a Business Operations Quality Analyst, you will:

  • Maintain a work environment that respects, understands, and honors the lived experiences of our clients, colleagues, and communities we serve.

  • Track, analyze, evaluate, and report on employee and program performance, designing and interpreting reports from systems.

  • Evaluate complex ODHS Program performance (SNAP, CASH, Child Care and Medical) and effectiveness to meet key performance measures and state and federal statutory requirements. Evaluation outcomes and shared with ODHS, OHA, and DELC Executive Staff to inform program performance and operations.

  • Interpret the demand capacity data and analyze current processes to develop needed adjustments/solutions and/or approaches workload.

  • Process and analyze data using data visualization tools such as Tableau to identify trends, identify root cause, make predictions, establish recommendations, and draw conclusions for various management and executive teams throughout the Oregon Eligibility Partnership and statewide,

  • Collaborate with management on the effective use of performance data to better manage operations.

  • Collaborate with managers, staff, and other programs such OHA and DELC, on needed improvement strategies.

  • Monitor workload and process performance, outcomes, evaluates findings, and prepares comprehensive reports and recommendations or ODHS, OHA, and DELC Executive Staff.

  • Collaborate directly with and through the statewide ODHS eligibility teams and offices to include Self-Sufficiency, Adult and People with Disabilities, Area Agencies on Aging and Virtual Eligibility Centers.

Minimum Qualifications

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work.
    OR;

  • Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.

Essential Attributes

We are looking for candidates with:

  • Advanced experience utilizing predictive analytics frameworks and technologies to develop insights and predictive solutions.

  • Advanced proficiency in metrics development and data analysis using modern software solutions to support data‑informed decision‑making.

  • Experience designing, maintaining, and analyzing data dashboards and visual reporting tools.

  • Experience assessing historical trends, preparing analytical reports, and building forecasting models.

Working Conditions

  • The work schedule is 8 a.m. – 5 p.m., Monday – Friday Pacific Time during initial training and the trial service period. Thereafter the schedule is negotiable based on business needs.

  • This position is eligible for remote or hybrid work. At least once quarterly you will be required to report to the Salem office for training and onsite activities.

  • General work conditions include high stress environment due to a high-volume workload with short time frames.

  • Priority and scope of projects must be intensely monitored and frequent adjustments are required.
