Design Change Engineering Program Manager

Meta is seeking an Engineering Program Manager to join our Data Center Engineering and Construction (DEC) team. Our data centers are the foundation upon which our rapidly scaling infrastructure operates and our services are delivered as we continue our mission to build a community and bring the world closer together. This role drives complex technical and cross-functional challenges from problem definition through design to executable engineering packages. It requires technical understanding of civil, electrical, mechanical, and connectivity systems and the ability to drive decisions and alignment across Meta's infrastructure ecosystem. Lead end-to-end program execution by developing complex problem statements, defining clear milestones, and driving schedules to decision points and implementation Partner cross-functionally (Engineering, Facilities, E/M, Construction, Network, Cabling, Security, and business owners) to define requirements, align scope, and ensure execution readiness Drive decision-making with rigor by collecting required inputs and producing recommendations grounded in trade-off analysis across scope, schedule, cost, and risk Communicate design direction and outcomes clearly across multiple organizations, ensuring alignment, accountability, and fast issue resolution Synthesize technical inputs into executable plans by reviewing cross-disciplinary documentation, validating needs, and packaging requirements into cohesive delivery artifacts Manage dependencies and handoffs to reduce execution friction and continuously optimize integrated schedules Improve delivery systems by innovating on processes, tools, and frameworks that increase predictability, enable on-time delivery, and reduce costs Own design change management and governance, including change request workflows, impact assessment standards, approval protocols, release documentation, and policy enforcement across product and hardware development Operate and evolve Change Control Board (CCB) mechanisms, including agenda/priority setting, decision logs, escalation paths, and stakeholder alignment Evaluate design change requests with engineering, industrial design, manufacturing, supply chain, quality, and compliance partners for feasibility, cost, schedule risk, and regulatory requirements Build scalable change tooling and infrastructure to track status, revision history, dependencies, and integration across concurrent programs and manufacturing readiness gates Define program metrics and reporting to monitor change velocity, backlog health, traceability, and on-time resolution for leadership visibility Drive continuous improvement by identifying systemic gaps in change operations and reducing cycle time while increasing cross-functional transparency Lead enablement and capability building by authoring standards documentation, facilitating training, and mentoring program managers and operations specialists on best practices Travel: up to 25% as required Experience owning and scaling design change control processes, including change request workflows, impact assessments, and cross-functional approval governance processes Bachelor's degree in a directly related field, or equivalent practical experience Experience partnering with engineering, manufacturing, and supply chain teams to evaluate, validate, and execute design changes across complex, multi-disciplinary construction projects Experience driving process improvement initiatives that reduce operational friction and improve traceability across concurrent product development programs Experience defining program-level operational metrics and reporting frameworks to track design change performance and communicate status to leadership 10+ years of experience in design operations, engineering program management, or change management within data centers, hardware, consumer electronics, or wearables product development Understanding of engineering details and the impacts of change across multiple disciplines Familiarity with product lifecycle management (PLM) systems and engineering change order (ECO) tooling used in high-volume construction or data center environments Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements) Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews) Knowledge/specialty experience in design, construction, network systems, hardware systems, capacity management, contracting, and/or business management Ability to help define, socialize, and drive roadmap development aligned with organization's objectives and key results Tooling and/or product development experience supporting cross-functional workflows, deliverables, and execution of key initiatives Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies Proven track record of authoring and operationalizing design-change policy documentation and developing training programs across engineering and operations teams Experience establishing change control board (CCB) governance and facilitating cross-functional decision-making at scale across large engineering organizations
