Reporting to the Director of Programs, the Proposal/ADCAP Manager leads end‑to‑end capture efforts within the Mission Exploitation Operating Unit. Supporting , including new, follow on, and task order opportunities. They will support the development and execution of capture strategies, build and coach cross‑functional capture teams, and drive proposals that align with Northrop Grumman’s Space Sector priorities. The role works closely with Business Development, Strategy, Technology, Digital Engineering, and Operations, and senior leadership to secure profitable contracts. In addition to proposal and capture support you will work closely with the Program Office to mature technologies and advanced capabilities across the Systems to meet evolving customer needs in a dynamic environment.
Role & Responsibilities
Define market segmentation, portfolio positioning, and win‑themes
Develop and manage capture plans, staffing, and budgets
Conduct competitive, make‑buy, and price‑to‑win analyses
Form and lead capture teams across functional and geographic boundaries
Facilitate capture‑team meetings, coach team members, and document lessons learned
Maintain the capture pipeline in Salesforce; perform pipeline analytics
Work with Estimating/Pricing to set Basis of Estimate (BOE) detail levels
Lead proposal activities to ensure on time delivery of proposals > $1 M and compliance with RFP specifications
Advise senior management on capture risks and mitigation strategies
Partner with Business Development, Technology, Digital Engineering, and Operations to qualify opportunities and build business cases
Prioritize opportunities against long‑range strategic and annual operating plans
Evaluating and Piloting Tech through Vetting, testing, and designing secure, real-world pilot frameworks for next-generation intelligence tools before broad program deployment.
Assists in developing new business opportunities, responding to proposals, and shaping future government or corporate contracts.
Basic Qualifications
5 years of relevant experience with a Bachelor’s degree; 3 years of relevant experience with a Master’s degree;
Demonstrated experience with U.S. government contracts and acquisition processes
Proven success leading proposals greater than $1 M in value
Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment
Advanced MS Office skills, specifically Excel
Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
Ability to travel as needed
Active Top Secret Clearance with SCI Access at time of application
US Citizenship is required
Preferred Qualifications
Experience with Capture efforts
Excellent critical‑thinking, writing, editing, and visual‑storytelling skills
BOE development experience
Familiarity with Northrop Grumman Space Sector strategies, customers, and priorities
Proficiency with NG tools: Salesforce, SharePoint, Tableau, Workday, etc.
Experience driving organizational effectiveness and best‑practice operations
Advanced data‑analytics training and practical experience
Strong analytical skills; ability to handle large data sets across multiple programsStrong teamwork and communication skills to ensure changes to plans are fully understood
