About the Team
The Data Programme team's mission is to deliver high-quality, reusable data assets and services that support policy-making, service delivery, and operations across the whole-of-government (WOG). We build platforms and products that incorporate data science, machine learning, and AI — and we believe that the ability to integrate engineering rigour with data science thinking is what separates good products from great ones.
We work on problems that matter: from transportation to education to healthcare, even the simplest well-built software can have a meaningful impact on how Singapore functions as a society.
What the Role Is
Product Managers make sure the right things get done. At a high level, this means establishing a clear vision for what a product should be and charting the path to get there. Day-to-day, it means handling all the different facets of a product — user needs, technical constraints, and design goals — and keeping them coordinated.
In the Data Programme, this role sits at the intersection of policy, engineering and data science. You will need to be technically credible enough to work closely with engineers and data scientists, while being user-focused enough to translate complex capabilities into products that agency users actually find useful and intuitive.
What You Will Do
Understand users deeply
You will conduct user studies to understand the needs and problems of agency users, analyse usage data to uncover patterns that inform product decisions, and research the landscape to understand existing and competing solutions. The goal is to know your users better than anyone else on the team.
Make good product decisions
You will work with designers to create intuitive user experiences, develop multiple proposals for how a product could take shape, and lead the team to a balanced, well-considered position on what the product should be. This includes creating interfaces and data narratives that make insights immediately accessible to users who may not have technical backgrounds.
Work closely with the engineering team
You will translate product strategy into technical, detailed, and actionable plans for both business and engineering teams. You will understand developers' needs and, where necessary, explore emerging tools and techniques that can meet them. Experience with modern software development practices — CI/CD, DevOps, microservices, TDD/BDD — will help you engage credibly and move work forward.
Drive product growth and adoption
You will drive user adoption through increased engagement, expanded features, and sustainable usage growth. This includes maintaining a network with key user agencies and central government product teams to identify collaboration opportunities, and participating in public-speaking engagements to raise awareness of the product.
Manage resources and planning
You will develop workplans with the product team, manage the product budget through expenditure monitoring and cashflow management, and secure funding where needed. This includes co-creating budget papers with the Product Owner and procuring necessary software, hardware, and ICT professional services.
Communicate across teams and stakeholders
You will explain technical considerations to non-technical audiences, identify and engage key stakeholders — including government agencies, industry partners, and the broader tech community — and coordinate efforts across functions including marketing, legal, and finance. You will also represent the product through presentations and written papers.
Keep things organised
You will run efficient meetings to keep stakeholders and team members updated, prioritise and track what needs to be done, and document key decisions and product information clearly.
Ensure compliance and governance
You will ensure the product meets security and performance requirements (SSAT, VAPT, Performance Testing) and adhere to compliance requirements and audits (IM, AGO, QMS, and others).
[What we are looking for]
We value your aptitude for getting things done and your commitment to continuous learning over formal certifications. That said, the following reflect the genuine hiring signals for this role.
You should have a degree or diploma in Computer Science, Infocomm Technology, Engineering, or a related field, with at least five years of relevant experience. Candidates with more experience will be considered for senior roles.
Beyond the baseline, we are specifically looking for someone who:
Has hands-on experience in product management, ideally in a data, platform, or infrastructure context
Has worked directly with engineers, designers, and data scientists — and can engage credibly with all three
Has practical experience applying data science or machine learning to solve real problems, whether as a practitioner or as a PM working closely with data science teams
Has written code or worked in software development, and is comfortable reading technical documentation and participating in technical discussions
Is familiar with modern software development practices such as Agile, CI/CD, DevOps, microservices, and TDD/BDD
Has awareness of and experience with cloud service offerings
Has strong analytical and problem-solving skills, and can evaluate trade-offs clearly and communicate them well
Has good design sense and can distinguish between a product that works and one that users actually want to use
Communicates well — in writing, in presentations, and in stakeholder conversations — and can adapt their register for technical and non-technical audiences alike
Takes initiative and sees things through without needing to be managed closely
Wants to work for the public good, and understands what that means in practice
Prior public service experience is a plus. Relevant certifications such as CITPM, COMIT, PMP, or Certified Scrum Master are welcome but not required.
