Senior Manager, Business Development

This role is focused on driving strategic growth and expanding impact within the public health and government consulting space through structured business development and proposal leadership. The position plays a key role in identifying new opportunities across state and municipal agencies, building strong pipelines, and managing the end-to-end proposal lifecycle. It combines strategic thinking with hands-on execution, ensuring high-quality responses to RFPs and RFQs while supporting long-term client partnerships. The role operates in a mission-driven, collaborative environment centered on equity, public impact, and evidence-based solutions. It also involves building scalable business development systems, improving internal processes, and supporting cross-functional teams in pursuit of new contracts. Accountabilities:
- Lead end-to-end opportunity identification and tracking across state, regional, and municipal public sector markets using procurement platforms and agency portals.
- Manage the full business development lifecycle, including research, qualification, capture strategy, and win planning.
- Serve as lead coordinator for RFP/RFQ responses, ensuring high-quality, compliant, and timely submissions.
- Develop, edit, and refine proposal content including technical narratives, staffing plans, capability statements, and past performance documentation.
- Build and maintain business development tools, templates, and tracking systems to support scalable pipeline management.
- Oversee knowledge management efforts by organizing prior submissions and maintaining standardized proposal content libraries.
- Collaborate with internal teams, leadership, and external partners to strengthen pursuit strategies and improve win rates.
- Support continuous improvement of BD processes, ensuring efficiency, consistency, and alignment with organizational growth priorities.
- 6+ years of experience in business development, proposal management, or related consulting roles, including significant exposure to public sector or government contracting.
- Master’s degree in Public Health or a related field strongly preferred.
- Proven experience managing RFPs and RFQs for state, municipal, or public health agencies.
- Strong writing, editing, and communication skills with the ability to develop compelling proposal narratives.
- Excellent organizational and project management abilities in fast-paced, deadline-driven environments.
- Experience working independently while coordinating cross-functional and external stakeholders.
- Proficiency with Microsoft Office, Google Workspace, and proposal management tools (e.g., SharePoint, Smartsheet).
- Strong interpersonal skills with a client-service and collaboration mindset.
- Prior client-facing and project leadership experience is highly desirable.
- Competitive salary range: $95,000 – $125,000 annually, plus annual bonus opportunity
