Local Development Centre (LDC) Technical Lead

LDC Technical Lead Responsibilities
- Lead and manage the Local Development Centre (LDC) and its multidisciplinary engineering teams.
- Establish development standards, engineering processes, governance frameworks, and delivery practices.
- Lead integrated engineering delivery with customer teams.
- Develop and execute knowledge-transfer and engineering capability-development plans.
- Mentor customer agents and internal engineers across software development, cloud engineering, DevSecOps, integration, testing, and site reliability engineering disciplines.
- Oversee software development, system integration, deployment, testing, and operational transition activities.
- Ensure customer personnel actively participate in development, integration, cloud infrastructure, testing, configuration management, and CI/CD activities.
- Collaborate with technical authorities to ensure compliance with architecture, quality, cybersecurity, safety, and operational requirements.
- Lead technical planning, resource allocation, risk management, and progress reporting for LDC activities.
- Support future enhancements, innovation initiatives, and long-term engineering capability growth.
Job Requirements
- Bachelor’s degree or higher in Computer Science, Software Engineering, Systems Engineering, Information Technology, Engineering, or a related technical discipline.
- 10+ years of experience delivering software, systems, infrastructure, or complex technology solutions.
- 5+ years of experience leading multidisciplinary engineering teams.
- Experience in establishing engineering processes, development standards, governance frameworks, and delivery practices.
- Demonstrated experience leading customer-facing technical teams in collaborative development environments.
- Experience building, mentoring, and developing engineering talent and technical capabilities.
- Strong understanding of software development lifecycle, systems integration, cloud technologies, and modern engineering practices.
- Strong written, verbal, and presentation skills with the ability to communicate effectively with technical teams, management, and customers.
- Experience in aviation, transportation, defense, government, critical infrastructure, or other mission-critical environments is desirable.
Preferred Skills
- Experience establishing or scaling engineering centers, development organizations, or capability-building programs.
- Experience leading knowledge transfer, workforce development, training, or mentoring initiatives.
- Experience leading co-development programs involving customers, partners, and contractor teams.
- Experience developing engineering governance frameworks, operating models, and quality management processes.
- Experience managing technical road maps, resource planning, and delivery across multiple concurrent workstreams.
- Familiarity with regulated, safety-critical, cybersecurity-sensitive, or highly available operational environments.
- Demonstrated ability to influence senior stakeholders and drive organizational change.
- Ability to balance strategic leadership with hands-on technical guidance when required.
- Proficiency in English and one or more regional languages is desirable.
- Candidates with existing authorization to work in Singapore.
