What this job involves:
The Regional Critical Engineering Manager is responsible for achieving 100% uptime of critical engineering assets across JLL-managed portfolio in the UK and Europe. This role acts as the Authorising Engineer (AE) across UK & Europe for all critical systems, managing technical performance, service delivery, and operation for critical infrastructure assets & systems. Be responsible for site audits, Integrated system testing/building shutdowns, training and competencies of the engineering team and ensure contractors are delivering services to the required standards and maintaining compliance. The role will act as the SME for all critical infrastructure through the portfolio
What your day-to-day will look like:
Liaison and management of sub-contractors for critical systems across multiple sites
Ensure access is arranged, change requests (CR) are in place, and Authority to Work (ATW)/Permit to Work (PTW) documentation is submitted and approved
Review service reports for critical systems, ensure Purchase Management Codes (PMC) are raised, and works are completed within SLA
Conduct regular site visits across UK and European locations to physically verify that assets are being serviced and maintained correctly
Challenge substandard work quality and enforce contractual compliance with underperforming service providers
Conduct integrated system testing across all critical buildings
Provide technical guidance and support for sub-contractor management across the regional portfolio
Oversee management of critical plant and safety systems across multiple buildings
Ensure delivery of critical and life safety engineering maintenance, repairs, and corrective actions within contractual KPIs
Conduct hands-on technical assessments of equipment condition and maintenance standards during site visits
Validate contractor maintenance records against actual asset condition
Maintain sufficient critical spare parts inventory strategies across the region
Implement and maintain relevant system processes, Emergency Operating Procedures (EOPs), and Standard Operating Procedures (SOPs)
Conduct regular site audits to verify critical assets are being serviced and maintained to required standards
Perform AE (Authorised Engineer) audits annually as minimum across the regional portfolio
Identify gaps in preventative maintenance programmes and implement corrective actions
Complete and submit reports on critical systems performance across the region
Provide regular system overviews covering regional portfolio
Oversee operational training and development aligned with Authorised Person (AP) duty requirements across the region
Provide technical mentorship and guidance to site-based engineering teams
Ensure AP document registers are maintained, and all AP training is up to date
Review associated critical works across the region to ensure adherence to JLL safety systems
Ensure all critical assets comply with statutory regulations and industry standards across UK and European markets
Review and approve method statements, risk assessments (RAMS), and POWRA documentation
Assess and approve switching schedules for critical systems
Provide IST (Integrated Systems Testing) support and project management
Regularly review and optimize critical system management processes across the regional portfolio
Identify and implement best practices for critical asset maintenance and safety
High and Low Voltage complex systems
Pressure systems
Confined Spaces
Water treatment/Management
Ensuring AP document registers maintained and all AP training up to date.
AE Audits annually as minimum

Required Skills and Experience:
Essential Qualifications
Served a recognized apprenticeship with electrical bias
High Voltage/Low Voltage complex systems Authorized Person certification
NEBOSH/IOSH or other recognized H&S training
L8 Water Hygiene experience required
Previous relevant authorising engineer experience
Essential Experience
3+ years working in a similar role (ideally in critical facilities managing teams of multi-skilled engineers and 3rd party contractors)
Working to a Planned Preventative and Reactive maintenance regime
Proven track record managing multiple high-value contracts across wide geographical areas
Extensive experience managing ISTs and holding contractors accountable for performance
Hands-on technical background with ability to assess asset condition and maintenance quality
Essential Skills
Able to work under pressure
IT literate with Microsoft Office
Able to work under own initiative
Strong leadership presence with ability to challenge and influence at all levels
Excellent stakeholder management and client-facing communication skills
Commercial awareness with ability to balance technical excellence and cost control
Travel Requirements
Extensive travel required: time spent visiting sites across UK and Europe
Must hold valid passport and be willing to travel at short notice
Occasional overnight stays and weekend work may be required during critical incidents
Valid UK driving license essential
Able to work under own initiative
