Subcontracts Manager, Government Programs

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Subcontracts Manager, Government Programs based in the United States.

This role is a foundational leadership position responsible for building and scaling a full subcontracting function within a fast-growing federal contracting environment. You will define the processes, governance, and compliance framework that support subcontract lifecycle management across government programs, ensuring operational rigor and regulatory alignment. The position plays a critical role in enabling scalable growth as a federal prime contractor, while reducing risk and strengthening supplier performance. You will serve as the subject matter expert for subcontracting strategy, working closely with contracts, program, finance, and technical teams. This is a highly cross-functional role that blends strategic development, hands-on execution, and regulatory expertise in a mission-critical environment.

Accountabilities:

  • Build and own the end-to-end subcontracting function, including policies, procedures, templates, and governance frameworks to support scalable federal contracting operations.
  • Design and implement standardized subcontract lifecycle processes from pre-award through closeout, ensuring consistency and compliance.
  • Lead subcontract solicitation, evaluation, negotiation, award, administration, modification, and closeout activities.
  • Develop and manage subcontractor SOWs, pricing structures, deliverables, and evaluation criteria aligned with program requirements.
  • Conduct subcontractor vetting, responsibility determinations, and due diligence assessments including financial, technical, and compliance readiness.
  • Ensure proper incorporation of FAR, DFARS, and other regulatory flowdowns into subcontract agreements.
  • Monitor subcontractor performance, manage deliverables and funding actions, and resolve execution issues.
  • Maintain audit-ready documentation and support CPSR-aligned purchasing system requirements.
  • Partner with program, finance, and proposal teams to support sourcing strategy and subcontractor integration.
  • Requirements:

    • Bachelor’s degree in business, supply chain management, contracts administration, or related field.
    • 7+ years of experience in subcontract management, procurement, or supply chain within U.S. federal government contracting.
    • Strong knowledge of FAR, DFARS, and federal subcontracting compliance requirements.
    • Proven experience drafting, negotiating, and administering complex subcontracts across full lifecycle stages.
    • Experience conducting subcontractor evaluations, due diligence, and responsibility determinations.
    • Familiarity with CPSR requirements and compliant purchasing system practices.
    • Strong analytical, organizational, and documentation skills with attention to regulatory detail.
    • Excellent communication skills with the ability to collaborate across technical, program, and financial stakeholders.
    • U.S. citizenship required with eligibility to obtain and maintain a government security clearance.
    • Preferred experience with federal prime contractors transitioning from subcontract-heavy operations to mature prime contracting models.
    • Exposure to tools or systems supporting procurement, CLM, or enterprise contracting workflows is a plus.
