This role supports mission-critical victim and witness assistance programs in close partnership with federal law enforcement stakeholders. It focuses on strengthening service delivery frameworks that ensure compliance with federal victim legislation while improving coordination across social service networks. The position plays a key role in connecting federal, state, tribal, and community-based resources to better support victims of crime. It combines program leadership, policy implementation, and cross-agency collaboration within a highly regulated environment. You will be responsible for designing training programs, improving operational processes, and ensuring consistent service standards nationwide. This is a high-impact role where your work directly contributes to improving outcomes for victims and supporting justice system effectiveness, including collaboration with the United States Marshals Service.
Accountabilities:
- Lead the development and maintenance of comprehensive service catalogs and stakeholder contact networks across federal, state, tribal, local, and nonprofit organizations supporting victim-witness services
- Conduct research and serve as a liaison to identify and coordinate relevant social service and victim support resources
- Assess agency needs and develop outreach strategies to strengthen engagement across the victim services ecosystem supporting the United States Marshals Service
- Design, organize, and deliver training programs in alignment with federal victim assistance requirements and approved training frameworks
- Develop guidance materials, technical documentation, and decision papers addressing complex programmatic and policy issues
- Analyze victim services operations to identify gaps, propose solutions, and provide technical assistance to leadership teams
- Represent the program in meetings, conferences, and interagency forums to promote alignment and collaboration
- Support compliance with federal victim legislation, reporting requirements, and operational standards
- Assist in preparing responses to congressional inquiries, executive agencies, and public requests
Requirements:
- Bachelor’s degree in Criminal Justice, Psychology, Social Work, Sociology, or related field
- 9+ years of specialized experience in victim services, law enforcement program support, or related social services coordination
- Strong understanding of victim-witness assistance frameworks, federal statutes, and law enforcement operational procedures
- Experience working with multi-agency ecosystems including federal, state, tribal, and community organizations
- Knowledge of crisis intervention, victim support services, compensation programs, and notification systems
- Ability to design and deliver training programs, workshops, and stakeholder briefings
- Strong analytical skills with ability to evaluate program effectiveness and develop improvement strategies
- Excellent communication skills, including drafting technical documentation and stakeholder communications
- Ability to work under pressure, manage competing priorities, and meet strict deadlines
- Proficiency in Microsoft Office Suite and standard collaboration tools
