What You Will Do:
Lead supplier negotiations on price, schedule, and terms & conditions.
Ensure compliance with FAR/DFARS, RTX terms, and export/import regulations.
Review Statements of Work (SOWs) and develop PIAs/NDAs.
Manage proposal and quotation activities, documentation, and compliance packages.
Identify, qualify, and perform due diligence on suppliers; seek alternates as needed.
Conduct cost, price, and best-value analysis to support sourcing decisions.
Oversee post-award supplier performance in alignment with business unit directives.
Drive supplier engagement to meet critical program milestones.
Balance strategic planning with daily tactical execution.
Provide subject matter expertise across multiple supply chain disciplines, supporting process execution and successful implementation of procurement strategies
Lead New Product Introduction (NPI) supply chain activities from target definition through entry into service
Administer and manage high dollar and complex material and service procurements from both domestic and international suppliers.
Utilize source selection techniques, compile, and analyze data to perform price analyses, conduct negotiations (including terms and conditions) and identify supplier risks.
Ensure that requirements (prime contract, quality, terms, and conditions) are properly communicated to suppliers and manage supplier performance to cost, schedule, and quality requirements.
Work closely with the program office to identify solutions to sourcing issues that require ingenuity, creativity, and innovation.
Monitor procurement reports and help drive performance to meet company metric targets.
Communicate clearly and be proactive in a very fast-paced environment. Be flexible, innovative, work with speed and agility yet be thorough and compliant with company regulations, while successfully driving tasks to completion.
Assist in the training of peer procurement professionals as needed.
Qualifications You Must Have:
This role typically requires a bachelor’s degree and a minimum of 5 years’ relevant experience or an advanced degree in a related field and minimum 3 years’ relevant experience
At least 3 years’ experience with and knowledge of DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR to include experience negotiating terms and conditions
At least 3 years’ experience with and knowledge of SAP procurement software tools, such as PRISM and APEX
At least 3 years’ experience with purchase order management, including documentation, and contract negotiation experience with internal, across the businesses; external with suppliers
Experience with supplier negotiations (price, schedules and terms & conditions) with the proficiency to perform and comprehend price analyses, source selection/justification
Qualifications We Prefer:
Experience in strategy development (market research, commodity markets, identify opportunities and threats, analyze data) and develop plans to materialize strategy
Experience in conducting Best Value Source Selections (BVSS)
Strong negotiation skills - ability to lead formal negotiations and teleconferences (price, schedule, and supplier exceptions to contractual flow down requirements)
Proficiency to perform and comprehend price and cost analysis, source selection/justification, and analysis of supplier quotation.
Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management.
Demonstrated leadership skills – influence, presence, ability to interface internally and externally with suppliers.
Strong analytical, problem-solving skills and ability to think strategically.
Excellent time management skills - manage multiple priorities simultaneously and meet team performance cadence (purchase requisition/purchase order updates, purchase order placement cycle time, supplier on-time-delivery and other company metrics)
Demonstrated understanding of all phases of sourcing and procurement execution
Strong knowledge and experience with Microsoft Office tools (Excel, Word, and PowerPoint)
Regulations (FAR/DFARS)
Knowledge of import/export regulations (ITAR/EAR)
SAP experience
Technical (Engineering) experience or aptitude to gain technical product knowledge
Ability to travel domestically/internationally, if required

Requires advanced knowledge of work area typically obtained through advanced education combined with experience. May have practical knowledge of project
management. Practical to substantial knowledge of RTX projects, programs or systems with the ability to make enhancements and leverage in daily work.
Typically requires: A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
Engineering/Other Technical Positions: Typically requires a degree in Science,Technology, Engineering or Mathematics (STEM) and a minimum of 5 years of prior relevant experience unless prohibited by local laws/regulations.
