Job Description:
Parsons is seeking a highly skilled Testing & Commissioning Engineer to join our project team in Tabuk. In this role, you will be responsible for overseeing, validating, and executing the testing, pre-commissioning, and final commissioning phases of diverse MEP (Mechanical, Electrical, Plumbing), systems, and infrastructure assets. You will bridge the gap between construction completion and operational handover, ensuring all systems operate safely, efficiently, and in strict compliance with approved design specifications, international codes, and client requirements.
What You'll Be Doing
Review, evaluate, and approve contractor testing and commissioning (T&C) plans, methodologies, procedures, and checklists.
Witness and supervise factory acceptance tests (FAT), site acceptance tests (SAT), and operational integrated systems tests to verify performance parameters.
Conduct thorough site inspections to ensure installations are complete, safe, and ready for energized testing or fluid dynamic balancing.
Identify, document, and track system deficiencies, deviations, and punch-list items, coordinating actively with contractors to ensure swift resolution.
Review and validate comprehensive T&C documentation, including test reports, calibration certificates, operations and maintenance (O&M) manuals, and as-built drawings.
Collaborate closely with construction managers, quality assurance teams, design engineers, and the client’s operational staff to ensure a seamless project handover.
What Required Skills You'll Bring
Education: Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a closely related engineering field. Registration with the Saudi Council of Engineers (SCE) is preferred.
Experience: Minimum of 7 years of progressive engineering experience, with at least 4 years dedicated specifically to testing and commissioning activities on large-scale infrastructure, smart cities, or complex commercial developments.
Technical Skills: Deep familiarity with T&C methodologies, testing instrumentation, and building management systems (BMS). Solid knowledge of international standards (e.g., ASHRAE, NFPA, IEC, IEEE) and commissioning guidelines (e.g., NEBB, LEED commissioning frameworks).
What Desired Skills You'll Bring
Communication: Strong verbal and written communication skills in English. Ability to author clear technical reports, lead multi-party coordination meetings, and firmly enforce compliance standards with site teams.
