Program Director - Mixed-Use Development

Job Description:

Parsons is looking for an exceptionally talented Program Director Mixed-Use Development to join our dynamic team in KSA. In this pivotal role, you will oversee the full lifecycle of a major mixed-use development in the Eastern Region of Saudi Arabia, combining infrastructure, public realm, hospitality, residential, commercial, community, and supporting utility assets.

The Program Director will provide leadership and direction from concept design through procurement, construction, handover, and project closeout, ensuring seamless delivery in line with the client’s requirements, contractual obligations, program objectives, quality standards, and overall development vision.

What You'll Be Doing:

  • Establish program requirements for all areas of the project and monitor draft and final deliverables for adherence to these criteria.

  • Oversee the establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance / Quality Control Plan, stakeholder engagement plan, and other necessary project documents.

  • Act as the Company representative with the client, consultants, contractors, regulatory agencies, and selected subcontractors during program execution.

  • Provide leadership across multiple workstreams, including design management, procurement, construction management, project controls, commercial management, HSE, quality, stakeholder management, and handover.

  • Negotiate changes to the scope of work with the client and key subcontractors / consultants.

  • Collaborate with Business Development to market and secure additional work with the client.

  • Participate in negotiations with regulatory agencies and in public meetings in support of the client.

  • Follow up on instructions and commitments associated with the project.

  • Develop and distribute a project summary to all members of the project team for reference.

  • Provide direction and management for every phase of significant projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

  • Mobilize company resources to create project teams capable of completing effective, high-quality work.

  • Discuss qualifications required for key project positions with profit center and department managers.

  • Collaborate with office facilities staff to address project space requirements.

  • Work with other managers, project engineers, discipline leads, and project controls teams to develop budgets, schedules, and plans for various elements of the development.

  • Devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advise the client and company management of any such changes.

  • Maintain current and timely change orders.

  • Promote technical and commercial excellence on the project through the application of quality assurance processes.

  • Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions affecting project cost, schedule, quality, or delivery.

  • Establish weekly meetings to review project status, key risks, interface issues, decisions required, and action items.

  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

  • Bachelor’s Degree in Engineering, Construction Management, Architecture, or related technical / business field.

  • Over 20 years of progressive experience in managing large-scale infrastructure, real estate, mixed-use, or destination development programs.

  • Proven track record of successfully delivering major multi-billion-dollar programs from concept design through procurement, construction, handover, and project closeout.

  • Previous project management experience on similar or related large-scope project types, including mixed-use developments, infrastructure programs, hospitality, public realm, residential, commercial, or community assets.

  • Significant project management or construction management assignments at Project Director or Program Director level.

  • Experience managing multidisciplinary teams, consultants, contractors, project controls, commercial functions, and client interfaces.

  • Advanced leadership skills with the ability to perform in a senior management capacity.

  • Thorough knowledge of industry practices, construction processes, contract administration, regulatory requirements, and project delivery procedures.

  • Advanced knowledge of current technology and how it can be effectively utilized on the project, including project controls systems, digital reporting, document management platforms, and construction management tools.
