People Operations Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a People Operations Manager based in the United States.

This role plays a central part in ensuring smooth, compliant, and people-centered HR operations across a mission-driven organization. You will oversee core HR functions including payroll, policy management, compliance, and employee lifecycle processes while supporting a distributed and collaborative team environment. The position blends hands-on operational HR work with strategic contributions to employee experience, talent development, and organizational effectiveness. You will act as a key liaison between leadership and staff, ensuring HR systems and practices are consistent, legally compliant, and aligned with organizational values. This role also involves contributing to initiatives that strengthen culture, engagement, and retention. It is well suited for a detail-oriented HR professional who thrives in dynamic, purpose-driven environments.

Accountabilities:

  • Oversee day-to-day HR operations including payroll processing, employee records management, and compliance with internal policies and legal requirements.
  • Manage weekly payroll coordination and serve as the primary liaison with external payroll providers.
  • Lead the annual review, update, and distribution of organizational policies and employee handbook materials.
  • Ensure compliance with local, state, federal, and international employment regulations, including business registrations and UI tax requirements.
  • Support hiring, onboarding, and offboarding processes for employees and contractors across domestic and international contexts.
  • Maintain accurate HR data systems, personnel files, and documentation while ensuring confidentiality and security of sensitive information.
  • Collaborate on employee experience initiatives, including retreats, engagement programs, and professional development efforts.
  • Analyze HR and people data to identify trends and recommend improvements to leadership.
  • Partner with leadership on compensation, benefits, and leave management discussions.
  • Support broader operational needs as required to ensure organizational efficiency.
  • Requirements:

    • 4+ years of experience in Human Resources or People Operations, ideally within nonprofit or small-to-mid-sized organizations.
    • HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR strongly preferred.
    • Proven experience managing payroll processes, multi-state compliance, and HR operational systems.
    • Strong familiarity with HRIS platforms, payroll systems (Paychex preferred), and collaboration tools such as Google Workspace.
    • Knowledge of international contractor management and cross-border HR compliance is highly desirable.
    • Excellent written and verbal communication skills with the ability to draft policies and explain regulatory concepts clearly.
    • High level of discretion, integrity, and professionalism in handling confidential information.
    • Strong organizational skills with the ability to manage shifting priorities and meet regulatory deadlines.
    • Solution-oriented mindset with strong problem-solving and conflict resolution abilities.
    • Demonstrated adaptability, accountability, and commitment to mission-driven work.
