This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a OSP Program Manager – Long Haul Deployment based in the United States.
This role is responsible for leading the end-to-end delivery of large-scale long-haul fiber deployment programs, ensuring successful execution of complex outside plant (OSP) infrastructure projects across multiple concurrent workstreams. You will oversee planning, engineering coordination, construction, permitting, and closeout activities, ensuring projects are delivered safely, on time, and within budget. The position requires strong leadership across external contractors and internal stakeholders, acting as the central point of accountability for program execution and performance. You will manage financial, operational, and contractual aspects of multimillion-dollar fiber deployment initiatives while mitigating risks and maintaining quality standards. This is a highly strategic yet hands-on role that blends program management with technical oversight in telecommunications infrastructure. The environment is fast-paced, highly collaborative, and focused on expanding critical network connectivity across regions. The role is fully remote within the United States, with travel as needed for project execution.
Accountabilities:
In this role, you will lead and coordinate all aspects of long-haul fiber deployment programs, ensuring successful delivery from planning through closeout. Your responsibilities include:
- Leading multiple concurrent long-haul OSP deployment projects, including greenfield builds, overbuilds, and network expansion initiatives
- Developing and maintaining comprehensive project plans, schedules, budgets, forecasts, and resource allocation models
- Driving execution across engineering, permitting, construction, testing, acceptance, and project closeout phases
- Serving as the primary operational and contractual interface with engineering and construction contractors
- Managing contract administration, including drafting, reviewing, negotiating, and enforcing EPC agreements
- Monitoring contractor performance against scope, schedule, budget, safety, and quality standards
- Overseeing project financials, including capital expenditures, forecasting, change orders, and invoice validation
- Coordinating engineering and permitting efforts, ensuring compliance with regulatory, environmental, and right-of-way requirements
- Supporting complex regulatory processes including NEPA, Section 106, tribal coordination, and government funding compliance requirements
- Managing construction progress, material logistics, production tracking, and field issue resolution
- Providing regular reporting on project status, risks, financial performance, and mitigation plans to leadership and stakeholders
- Overseeing testing, acceptance, and full project closeout documentation and deliverables
Requirements:
This role requires strong experience in telecom infrastructure program management, with deep expertise in OSP fiber deployment and contractor oversight. Ideal candidates should have:
- Bachelor’s degree in Engineering, Construction Management, Telecommunications, Business, or related field (or equivalent experience)
- 8+ years of experience in telecommunications, fiber deployment, or OSP project/program management
- Proven experience managing large-scale, multimillion-dollar fiber infrastructure projects
- Strong background in outside plant (OSP) construction and long-haul network deployment
- Experience managing EPC/turnkey contractors and complex vendor relationships
- Strong knowledge of engineering, permitting, and regulatory compliance processes
- Familiarity with federal and state regulatory frameworks, including environmental and right-of-way requirements
- Strong financial management skills, including budgeting, forecasting, and cost control
- Ability to interpret engineering drawings, construction plans, and network documentation
- Proficiency in Excel for financial modeling, reporting, and performance tracking
- Experience with project management and network tools such as Salesforce, Sitetracker, or GIS platforms is preferred
- Strong leadership, communication, and stakeholder management abilities
- Ability to manage multiple high-priority projects in a fast-paced environment
- Willingness to travel as required to support field operations and stakeholder engagement
