Job Description Summary

The Government Technology Agency (GOVTECH) aims to transform the delivery of Government digital services by taking an "outside-in" view, putting citizens and businesses at the heart of everything we do. We also develop the Smart Nation infrastructure and applications, and facilitate collaboration with citizens and business to co-develop technologies. 

The Cybersecurity Group (CSG) is the cybersecurity arm of GovTech that is committed to creating a trusted digital Government for Singapore. Across the full-spectrum cybersecurity capabilities in CSG, we seek to enhance collaboration with international and industry partners who may have shared interests with GOVTECH. Our Cyber Partnership team seek to build, strengthen and grow these organisational relations with our like-minded international and industry partners in the Cybersecurity domain.

JOB SCOPE: -

As a leader within CSG, you will drive GovTech’s cybersecurity partnerships and engagement strategy to advance Whole-of-Government cybersecurity objectives. You will lead a team responsible for developing partnerships, shaping cybersecurity policy positions and coordinating high-impact engagements with foreign governments, international organisations, industry leaders\ and other key stakeholders. As part of the role, you will:

 

Leadership and Team Management

  • Develop and lead a team of officers responsible for international, industry, community and agency partnerships, providing strategic direction, coaching and oversight to ensure high-quality outcomes.
  • Set priorities, allocate resources and coordinate work across multiple concurrent workstreams to achieve division and organisational objectives.
  • Foster a high-performing team culture focused on collaboration, stakeholder engagement, policy excellence and operational delivery.

Cybersecurity Partnerships

  • Develop, assess and review cybersecurity engagement strategies, policies and positions in close collaboration with stakeholders across Government, ensuring engagements are aligned with GovTech's strategic priorities.
  • Drive and sustain strategic partnerships with key international counterparts, including foreign governments, international organisations, technology companies and cybersecurity agencies.
  • Lead preparations for bilateral and multilateral engagements, identifying opportunities to strengthen collaboration, exchange best practices and advance Singapore Government's cybersecurity interests.

Stakeholder Management and Engagement

  • Build and maintain strong relationships with senior stakeholders across Government, industry and international partners to facilitate effective collaboration and partnership.
  • Coordinate and oversee major cybersecurity engagements, visits, dialogues and events, ensuring successful execution and achievement of intended outcomes.
  • Provide protocol and engagement support for senior leadership interactions with foreign counterparts and strategic partners.

Strategic Planning and Executive Support

  • Lead the development of reports, policy papers, briefing materials, presentations, speeches and talking points for senior leadership.
  • Provide strategic analysis and recommendations on geopolitical developments, international cybersecurity trends, and emerging technology issues that may impact GovTech and Whole-of-Government cybersecurity priorities.
  • Contribute to broader cybersecurity strategy and planning efforts within CSG, including cross-functional initiatives and organisational priorities.

 

REQUIREMENTS: -

  • Experience in leading dynamic teams, operating under time pressure and serving multiple stakeholders.
  • Relevant experience in international relations and/or policy-related work is a plus.
  • As the role requires regular engagements with foreign partners, the candidate should possess strong communication and English language skills.
  • Good understanding of geopolitical dynamics and keen interest to understand emerging cyber security issues.
  • Clear and logical thinking, and analytical mindset; ability to grasp complex topics and distill into clear and easy-to-understand concepts; ability to develop creative solutions and form logical, coherent reasoning.
  • Good stakeholder management skills dealing both with internal and external stakeholders.
