You will be joining the Plans, Policy & Strategy (PPSD) team which oversees cybersecurity strategies, policy, and resource- planning.

 

JOB SCOPE: -

Strategy Development, Planning, Execution, and Performance Monitoring

  • Lead and manage a dynamic team responsible for the development, execution and continuous refinement of Whole-of-Government (WoG) cybersecurity strategies, ensuring alignment with organisational priorities and national cybersecurity objectives.
  • Drive strategic planning efforts by identifying capability gaps, emerging risks and opportunities, and translating insights into actionable strategies, policies and programmes that strengthen the security of Government ICT assets.
  • Provide leadership and direction to multidisciplinary teams, fostering collaboration across policy, operations, engineering and governance functions to deliver organisational outcomes.
  • Develop innovative and practical approaches to address complex cybersecurity challenges arising from emerging technologies, evolving threat landscapes and changing digital operating environments.
  • Lead strategic resource planning and investment efforts, including the development of business cases and funding proposals, to secure resources required to strengthen and scale WoG cybersecurity capabilities.
  • Develop, assess and review cybersecurity strategies, policies and governance frameworks in close partnership with stakeholders across Government, driving greater consistency, efficiency and effectiveness across WoG.
  • Oversee the implementation of strategic initiatives and transformation programmes, ensuring delivery against intended outcomes, timelines and performance targets.
  • Establish and monitor key performance indicators, outcome measures and reporting frameworks to assess the effectiveness of cybersecurity strategies and initiatives, and drive continuous improvement.
  • Lead research and horizon-scanning efforts across cybersecurity, technology, policy and adjacent domains to develop forward-looking frameworks, roadmaps and strategic recommendations for senior leadership.
  • Build alignment and influence across agencies, senior stakeholders and external partners to advance strategic priorities and drive coordinated execution of WoG cybersecurity initiatives.
  • Provide strategic advice and executive support to senior leadership through the preparation of high-quality reports, policy papers, briefings, presentations, speeches, talking points and responses to Parliamentary Questions and other leadership queries.
  • Represent GovTech in cross-government, industry and international engagements, including supporting strategic communications, partnership development, diplomacy efforts and stakeholder management activities.
  • Oversee and coordinate key government-to-government (G2G) and government-to-business (G2B) engagements and events, ensuring successful execution and achievement of strategic objectives.

Leadership and People Development

  • Lead, mentor and develop high-performing cybersecurity professionals, building organisational capability and delivering an effective, collaborative and outcomes-driven culture.
  • Set team priorities, allocate resources effectively and provide coaching and guidance to officers to achieve both operational and strategic objectives.
  • Foster a culture of innovation, accountability and continuous learning, while developing future leaders and strengthening succession pipelines within the organisation.

 

Requirements:

  • Bachelor’s or Master’s degree in Infocomm Security, Computer Science, Computer/Electronics Engineering or Information Technology preferred
  • Experience in leading, managing and grooming teams of high-performing individuals
  • CISSP and/or CISA certifications would be an advantage
  • Knowledge of and interest in emerging cybersecurity threats and trends about the latest cybersecurity technologies, tools, and solutions, and continually assessing their applicability to Government systems
  • At least 5-6 years of prior experience in civil service-related work is preferred
  • Excellent communication and presentation skills
  • Familiarity with statistical methods and econometrics would be an advantage
  • Finance, accounting or legal qualifications or experience would be an advantage
  • Clear and logical thinking, and analytical mindset; ability to grasp complex topics and distill into clear and easy-to-understand concepts; ability to develop creative solutions; ability to form logical, coherent reasoning
  • Ability to work collaboratively in a cross-functional team environment
  • Able to work independently and persevering attitude
