Who are we
GovTech’s Culture, Community and Youth Cluster (CCYC) partners with the Ministry of Culture, Community and Youth (MCCY) and its statutory boards — including the National Arts Council, People’s Association, Sport Singapore, and MUIS — to deliver digital products that strengthen community life across Singapore. Our products serve millions of
Singaporeans across community engagement, cultural participation, youth development, and sports and active lifestyle.

This role sits within CCYC and will be working on MUIS products, specifically Muslim.SG.

MUIS (Majlis Ugama Islam Singapura) is the Islamic Religious Council of Singapore, the statutory body that looks after the interests of Singapore’s Muslim community. Muslim.SG is its Muslim lifestyle platform — available as a website and on iOS and Android — that aims to inspire and empower Singaporeans through Islamic religious content.

 

Who We Are Looking For
We are looking for a Senior UX Designer to own the end-to-end design of Muslim.SG — across the web portal and both mobile platforms — from discovery through to launch and continuous improvement.

This is a full product design role. You will conduct research, shape product direction, design the interface, and stay close to whether your work is actually landing with users. You will be the design voice your squad relies on, and the person accountable for the experience quality
of a platform that serves Singapore’s Muslim community every day.

You bring strong craft, clear product thinking, and the ability to navigate the particular design considerations of Muslim.SG — a platform where content is religiously and culturally significant, users span a wide range of digital literacy, and the relationship between the product and its community requires care and sensitivity.

[What you will be working on]

Own the Full Design Arc
Lead design from 0 to 1 to 100 across the Muslim.SG web and mobile products. This means shaping initial concepts, designing and shipping the first version of features, and continuously improving the experience based on data, user feedback, and evolving community needs. You stay accountable to the outcome — you do not hand off and move on.

Design Across Web and Mobile
Muslim.SG lives across three surfaces: a web portal and native apps on iOS and Android. You will maintain design coherence and quality across all three, understanding where the experiences should diverge — in navigation patterns, interaction models, and platform conventions — and where they must converge, in content hierarchy, information presentation, and community tone.

Conduct Continuous, Embedded Research
Run user interviews, usability tests, and contextual checks as a regular part of your workflow— not as a separate phase. Muslim.SG’s user base is genuinely diverse: different levels of digital confidence, different levels of religious literacy, different languages. You stay close to that reality and let it shape your design decisions rather than designing from assumptions.

Drive Product Thinking Through Design
Bring a product mindset to every design decision. Think about retention, activation, and adoption alongside usability. Use design as a lever for impact: improving onboarding, reducing friction in high-drop-off moments, and creating experiences that make the platform feel valuable enough to return to — especially for users who are developing their own digital habits.

Maintain and Evolve the Design System
Take ownership of the Muslim.SG design system across web and mobile. Keep components consistent, well-documented, and scalable as the platform grows. You balance system rigour with the pragmatism needed to move at product pace.

Manage Stakeholders and Communicate Design Decisions
Work directly with MUIS stakeholders — community officers, religious officers, operations teams — as well as internal product and engineering partners. Present your work clearly. Advocate for the user. Navigate competing priorities without losing design integrity. When you disagree, you say so with evidence, not volume.

Contribute to Design Culture
As a senior IC, you help set the quality bar. You give constructive feedback, share what you know, and contribute to shared design practices within CCYC. The standard of work you produce, and how you work, shapes what the team collectively considers good.

[Who we are looking for] 

  • Experience: 5+ years of product design experience, with a portfolio demonstrating end-to-end ownership of a shipped, live product — from early concept through to post-launch iterations.

  • Cross-platform Design: Experience designing for both web and mobile (iOS and/or Android), with a clear understanding of how platform conventions affect design decisions.

  • Product Thinking: A clear product mindset: you think about metrics, growth and adoption, and can articulate how your design decisions connect to product outcomes.

  • UX Research & Design: Strong UX fundamentals — user research, journey mapping, information architecture and usability — applied pragmatically within a fast-moving product team.

  • UI & Interaction Design: High-craft visual and interaction design skills, including a strong eye for typography, layout, visual hierarchy and microinteractions.

  • Design Systems: Hands-on experience owning or contributing significantly to a component-based design system.

  • Communication: Excellent communication and stakeholder management skills — you can present design rationale confidently, handle pushback constructively, and build trust with non-designers.

  • Autonomy: Self-directed and comfortable with ambiguity — you can manage your own workload, set priorities and deliver independently without close supervision.
     

Bonus Points For:

  • Experience designing for diverse or non-digital-native user bases, particularly in community or lifestyle contexts.

  • Familiarity with accessibility standards (WCAG) and inclusive design for a wide range of digital confidence levels.

  • Experience working in or alongside Singapore public sector agencies or community organisations.

  • Experience with content-heavy platforms: information hierarchy, reading experience, multi-language or bilingual content design
