As a Lead Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. The role blends deep, hands-on product ownership with leadership of a small and growing team of product managers, working day-to-day alongside agency stakeholders, policy owners, and design and engineering teams.

What you will be working on

Drive Product Vision and Strategy

  • Develop and articulate a clear product vision that aligns teams around long-term goals

  • Define and track success metrics, critically analysing data on at least a quarterly basis

  • Leverage market research, competitor reviews, and technology trends to inform strategic direction

  • Proactively identify opportunities and connect product analyses to broader organisational impact

Lead Data-Driven Product Discovery

  • Conduct and synthesise user research, customer feedback, and technical feasibility assessments

  • Use data to validate or challenge ideas before committing to development

  • Identify and mitigate risks from both a technical and market perspective

  • Make and communicate prioritisation decisions backed by clear data and evidence

Translate Domain Complexity into Clear Product Requirements

  • Work closely with legal, policy, and operations stakeholders to understand workflow complexities

  • Translate nuanced domain requirements into clear, well-scoped product specifications

  • Take full ownership of ambiguously-scoped initiatives, ensuring successful and well-defined outcomes

  • Anticipate potential challenges and build mitigation strategies into the product planning process

Execute with Speed, Quality, and Agility

  • Partner with engineers and designers to scope, prioritise, and plan iterative delivery cycles

  • Consult on implementation details and understand the trade-offs between speed and technical debt

  • Foster a team culture of speed, simplicity, and agility

  • Recognise and communicate short-term trade-offs while safeguarding long-term product integrity

Guide Sound Technical and Architectural Decision-Making

  • Evaluate and recommend approaches to structured content design and document interoperability

  • Ensure architectural decisions are informed by data, user needs, and long-term maintainability

  • Collaborate with engineers to assess technology trade-offs and their downstream implications

  • Champion responsible AI use, particularly in legal and policy-sensitive product contexts

Drive Cross-Functional Alignment and Stakeholder Engagement

  • Facilitate alignment across diverse stakeholder groups, navigating disagreements constructively

  • Communicate product goals, priorities, and progress clearly to both technical and non-technical audiences

  • Coordinate cross-functional collaboration to ensure projects are delivered effectively and on time

  • Advocate for user needs and product insights at the leadership level

Mentor, Develop, and Strengthen the Team

  • Mentor and support junior product managers through knowledge sharing and constructive feedback

  • Help team members navigate day-to-day blockers and break down complex problems

  • Conduct regular check-ins to monitor progress and provide timely, actionable guidance

  • Participate in recruitment activities and contribute to building a high-performing product team

What We Are Looking For

  • 10 years of product management experience, including leading complex systems or multi-product portfolios

  • Strong discovery skills and a track record of delivering user-centred, scalable solutions

  • Able to operate in high-ambiguity environments and establish structure where none exists

  • Excellent stakeholder engagement and facilitation skills

  • Familiarity with system integration, data interoperability, and document management

  • Able to define long-term product architecture and shared capabilities across systems — not just ship isolated features 

  • Intellectual curiosity by asking why, not just how.

  • A bias towards action: you prefer testing ideas over debating them.

  • A collaborative mindset - you can work with domain experts, engineers, and leadership.
