What the Role Is

The Government Technology Agency (GovTech) is the lead agency driving Singapore's Smart Nation initiatives and public sector digital transformation. At GovTech, we offer you a purposeful career to make lives better.

SHIP-HATS is the CI/CD backbone of the Singapore Government Tech Stack. It is a platform product, the common secure foundation that government engineering teams rely on to build, test, and ship software. Over 670 government systems are onboarded on SHIP-HATS, with more than 21,000 deployments every month, a 4.76 out of 5 satisfaction score, and 99.95% uptime. The decisions made here do not just affect one product or one team. They shape how the Singapore Government builds software.

The primary users of SHIP-HATS are developers and DevOps engineers across government agencies. The key decision makers you will engage are engineering leads and agency IT teams who determine how their teams build and ship software. This is a large and complex product with many stakeholders, and success requires working closely with colleagues across engineering, operations, policy, and the Product Ops team.

We are seeking a Senior Product Manager to take full ownership of SHIP-HATS, operates with a high degree of autonomy, and is not afraid to challenge the status quo when the platform needs to evolve. You will report to the Product and Policy Lead.

 

What You Will Be Working On

Platform Strategy and Roadmap

You will own the product roadmap for SHIP-HATS, making prioritisation decisions across a complex platform that serves hundreds of government systems. You will define success metrics, measure them at least quarterly, and use data to drive decisions and hold yourself accountable for outcomes. Platform thinking is central: you are ensuring the platform is reliable, extensible, and enabling teams to build on it with confidence.

 

AI-Native Developer Experience

You will own the product vision for how SHIP-HATS evolves to support an AI-native software development lifecycle, working closely with the AI PM team. This means ensuring the platform's toolchain, including pipelines, code review workflows, and security scanning, is ready for how developers will increasingly work with AI.

 

Adoption and User Insight

Your primary users are developers and DevOps engineers. You will work closely with the Product Ops Specialist to track how SHIP-HATS is being adopted across government agencies, from basic CI/CD usage to more advanced DevSecOps practices. You will synthesise adoption signals and user feedback into clear product recommendations, and ensure the platform meets agencies where they are while helping them raise their practices over time.

 

Cross-Team Collaboration and Vendor Management

SHIP-HATS is a large product with many moving parts. You will work closely with colleagues across engineering, operations, policy, and the Product Ops team to deliver on the platform roadmap. You will also manage relationships with key tool vendors in the SHIP-HATS ecosystem, staying close to their roadmaps, negotiating on features and pricing, and ensuring the programme gets strategic value from each partnership.

  • SHIP-HATS has clear success metrics that are tracked regularly and being acted on.

  • The platform is evolving to support AI-native developer workflows, with a clear roadmap for how SHIP-HATS enables AI adoption.

  • Adoption is growing across government agencies, with teams moving from basic usage toward more advanced DevSecOps practices.

  • Key vendor partnerships are well-managed and deliver strategic value to the programme.

 

What We Are Looking For / What You Bring

  • Experience in product management with a focus on developer-facing platforms or CI/CD toolchains. Demonstrated full ownership of a product end-to-end, including setting vision, roadmaps, priorities, and success metrics.

  • Platform product thinking. You understand the difference between building a product and building a platform, and you know how to make decisions that serve a broad and diverse user base without losing coherence.

  • Proven ability to conduct strategic platform reviews, challenge existing setups, and make well-reasoned recommendations on tooling direction, including when to stay, when to migrate, and how to manage the transition.

  • Understanding of how AI is changing the developer workflow, specifically in areas like code review, pipeline automation, and security scanning. Someone who is actively experimenting with AI tools and thinking about what they mean for a CI/CD platform.

  • Hands-on familiarity with the tools in the developer workflow. Experience using or managing products like GitLab, Jira, Confluence, or security testing tools is a strong advantage. You should be able to have a credible conversation with engineers about how these tools work and where they fall short.

  • Strong data fluency. Able to define the right success metrics, analyse them critically, and use data to validate or challenge product decisions.

  • Technical acumen to engage credibly with engineering teams. Deep technical expertise is not required, but comfort navigating technical conversations and understanding developer workflows is essential.

  • Strong cross-team collaboration and vendor management skills. Able to work across engineering, operations, policy, and product teams, negotiate with vendors, and align diverse stakeholders around a common product direction.
